    This position is located in the Casper Field Office which manages approximately 1.4 million acres of BLM-administered surface land and 4.7 million acres of mineral estate within Natrona, Converse, Platte and Goshen Counties. The area is rich in history and recreational opportunities.

    Responsibilities

    The incumbent serves as a Supervisory Petroleum Engineer for the operations staff under the Assistant Field Manager (AFM), Division of Lands and Minerals. The incumbent provides expertise for permitting and inspection of fluid minerals exploration, adjudication of oil and gas permits, drilling, production, and abandonment operations on all oil/gas well activity in the Field Office area of responsibility. In addition to fluid minerals, the incumbent provides expertise for permitting and inspection of noncoal solid minerals exploration, mining, and reclamation operations.

    Physical Demands: Most work is sedentary in nature. Occasional field work will require travel over rough roads, hiking or climbing in rough terrain, and carrying field equipment.

    Work Environment: Most work is performed in an office setting. However, field work will include travel to isolated locations and inspection sites and will require protective clothing and safety precautions. Field work also involves exposure to temperature extremes, inclement weather, and equipment involved in mining, construction, and drilling rigs.

    Qualifications

    This position has a basic education requirement which requires that you have a degree in Petroleum Engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    You may also meet the basic requirement with a combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    • Current professional registration as a Petroleum Engineer in any U.S. state, D.C., Guam, or Puerto Rico.
    • Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration.
    • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above.
    • Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.To qualify for the GS-12 level, in addition to meeting the basic education requirements, applicants must have: one (1) year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience for the GS-12 is defined as

    • Serving as a senior engineer/staff specialist performing engineering work in the exploration, development, and production of oil and gas or geothermal resources.
    • Performing professional engineering work in the exploration, development and production of oil and gas resources including well design, well completion, and workovers.
    • Completing/reviewing Applications for Permit to Drill (APDs), identifying deficiencies, and conducting technical reviews.

    You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.     This position and location are subject to special pay rate table 0710 for positions performing work directly involved in the oversight of oil and gas production. It includes a 35% supplement above the Base General Schedule pay table. This supplement is reflected in the salary range posted in this vacancy announcement.
