BASIC FUNCTION:The Network System Administrator position maintains the Borough’s information technology infrastructure. The position supports data integrity and security through proactive application of available advanced information technology solutions both on-premises and in the cloud. The Network System Administrator installs, configures, and optimizes all components of the Borough’s networking infrastructure and connectivity requirements to support Borough initiatives and business processes. The position also participates in applicable technology support issues escalated within the Digital Services department.

TYPICAL DUTIES:
  • Install, upgrade, and maintain both the hardware and software elements of the Borough’s network and technology infrastructure. The hardware elements include servers, storage area networks (SANs), switches, cabling, network interface cards, wireless access points, and other network equipment. The software elements, both on-premises and in the cloud, include virtualization and monitoring applications, server operating systems, server management applications, firewalls, internet gateway configuration, and additional as-needed server-based applications.
  • Architect, document, and maintain procedure and special software application instructions. Implement and maintain internal network security and virus protection.
  • Monitor infrastructure, such as servers, SANS, firewalls, and network devices for performance tuning, capacity management, and resource planning. Monitors operation of IT systems to detect any suspicious activity that could indicate an attempted or actual intrusion. Implements proper steps for incident response, documents the event and the response, as well as identifying any modifications necessary to prevent future incidents. This includes regular error, log, and event reviews.
  • Architect, document, maintain, test, and implement, as necessary, disaster recovery plans, including maintenance of contingency equipment.
  • Perform research into computer and network technologies that may benefit the Borough's network and computer operations, including investigating alternatives, making recommendations, locating sources, procuring quotes, and installing and configuring the new hardware, software, and vendor services.
  • Physically create and maintain databases and database objects in the database systems. Perform SQL database programming to provide data to front-end applications. Responsible for the production database backup and recovery and disaster prevention.
  • Research, configure, test, manage, and periodically reassess backups and backup plans.
  • Manage authorization and authentication, on-premises and in the cloud, through industry standard identity management tools, such as Active Directory.
  • Use appropriate project management systems, tools, and methodologies to manage projects.
  • Provide and receive cross training from other Digital Services staff to ensure adequate depth of knowledge across the department.
  • Provide troubleshooting support for escalated software and hardware problems. Coordinate vendor assistance when required. Enter tickets into the ticket tracking system with the proper attributes as well as documenting and following ticket progression until the appropriate resolution of the issue. Able to manage ticketing queue effectively.
  • Provide support and configuration of video surveillance and timeclock systems.
  • Work with Technology Support in the management of assets, including proper process of disposal.
  • Provide guidance to, support, and coordinate work with other Digital Services staff for specific projects.
  • Respond to after-hours problem calls related to Borough staff required production systems as needed.

  • MINIMUM QUALIFICATIONS:
  • Bachelor’s degree in computer science, management information science, or an applicable business field. Four (4) years equivalent experience may be substituted for the required degree. (College level work may be substituted for the equivalent experience requirement on a one-for-one basis.)
  • Minimum two (2) years’ experience supporting current networked computer software (applications and operating systems) in a virtual environment. Experience with TCP/IP networking protocols and DNS.
  • Demonstrated knowledge in three or more of the following (in an enterprise environment preferred):
  • Layer II/III/IV network systems and hardware to include firewalls
  • Monitoring network infrastructure systems using industry standard monitoring tools
    • Diagnosing conflicts between components of the network infrastructure (hardware and software) and resolve problems
  • Networking and Active Directory security protocols and server technologies best practices (familiarity with NIST, ITIL and ISO recommended procedures preferred)
  • Experience with Enterprise Virtual Environments (VMware preferred)
  • Experience with Enterprise Cloud and Enterprise hybrid environments (Azure preferred)
    • Administering servers (preferred Microsoft) - including building, securing, patching, installing software and the diagnosis and resolution of problems

  • Ability to maintain workstation hardware and software, including the diagnosis and resolution of problems.
  • Demonstrated ability to work effectively and courteously under stressful situations with organizations/agencies and other staff members.
  • Ability to maintain confidential information.
  • Must be capable of functioning with minimal direction and perform work in a timely, organized, and professional manner.
  • Ability to work weekends and nights as needed.
  • Effective oral and written communication skills, particularly in explaining technical concepts to non-technical staff.
  • Ability to have and maintain a valid driver’s license and to meet insurance standards and maintain insurability under the Borough’s insurance program. If personal automobile is used for Borough business, proof of insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUESTED AT TIME OF HIRE)

    JOB RESPONSIBILITY:Supervisor responsibilities: occasionally directs work flow of permanent, temporary, seasonal, volunteers; experience minor problems daily and occasional major ones that must be resolved with virtually no supervision, must use own initiative in handling most problems; the consequences of error, carelessness, or mistaken judgment require serious effort to recover or error may not be recoverable.

    WORK ENVIRONMENT:Performs duty in somewhat disagreeable conditions (cold, dust, noise) which expose the employee to combinations of elements and factors; minor health and accidents risk; and requires short periods of heavy lifting, crouching, stooping or stretching, pushing or pulling (50+ lbs.)
