RESPONSIBILITIES: All areas of responsibility listed below are essential to the satisfactory performance of this position, with reasonable accommodation, if necessary. Work responsibilities may vary, depending upon assignment. Work located on Warner Robins Air Logistics Complex, GA.General InformationThe Contractor shall accomplish Engineering Management tasks and interact with lateral AFLCMC organizations or any external agencies required including base facility, personnel, security, computer support, foreign disclosure, foreign travel, public affairs, test organizations and the building managers to facilitate and support uninterrupted day-to-day operations.Engineering Overview

The Contractor shall provide support of the acquisition, development, or sustainment of weapon systems, subsystems, and support equipment. The Contractor shall provide technical assistance to the IPTs as it relates to Operational Safety, Suitability, & Effectiveness (OSS&E).

The Contractor shall review Engineering Change Proposals (ECP), Requests for Deviation (RFD), and maintain system configuration baselines.

The Contractor shall participate in Technology Insertion discussions, Configuration Control Boards (CCB), and Technical & Programmatic Reviews.

The Contractor shall assist in performing Failure Analysis and the production of economical solutions to improve System Reliability, Maintainability, and Availability.

Engineering Operations

The Contractor shall support weapons systems lifecycle analysis of alternatives, creation of investment strategies, design, manufacturing, development, support and end-of-life processes.

The Contractor shall apply an understanding of DOD, AF and common engineering and scientific principles, criteria and procedures to improve planned and existing AF and joint service weapon system manufacture, operations, re-manufacture and de-militarization operations and oversight.

The Contractor shall assist in translating user requirements into system requirements.

The Contractor shall develop and review the overall system design baseline (architecture and interoperability requirements).

The Contractor shall assist in the review and analysis of proposals, specifications and Interface Control Documents (ICDs).

The Contractor shall support IPT meetings, TIMs, design reviews and audits, In-Process Reviews (IPRs), and other meetings.

Requirements Development

The Contractor shall assist in the translation of user requirements into system requirements, which will be used to design, develop, fabricate, test and evaluate systems, subsystem and equipment for deployment.

The Contractor shall assist with the development of requirements and technology needs.

The Contractor shall assist with plans and policies necessary to improve and retain world class training system manufacturing, operations, re-manufacturing and de-militarization capabilities.

The Contractor shall assist in the performance of technical/mission analyses of existing and potential operational requirements.

The Contractor shall assist in developing system concepts and performing technological/trade-off study assessments of proposed designs

System Design

The Contractor shall assist with the review of the overall system design baseline (architecture and interoperability requirements).

The Contractor shall assist with developmental planning support in evaluation of the military mission to be accomplished and related requirements documentation; define the set of military missions to be performed and the circumstances under which the mission will be performed.

The Contractor shall support technical meetings, technical interchanges, system requirement reviews, design reviews, and test readiness reviews.

Analysis

The Contractor shall assist with the reviewing, analyzing, and evaluation of change proposals, including regulatory and other policy driver changes or proposed modifications for design feasibility and system compatibility.

The Contractor shall assist with the development and review of specifications, including system, system segment and equipment specifications, CDRLs, and ICDs involved in programs.

The Contractor shall support and conduct systems analyses to include system design, design feasibility, configuration audits, and state-of-the-art assessment.

Schedule

The Contractor shall support the development and evaluation of Integrated Master Plan (IMP), Integrated Master Schedule (IMS) and Systems Engineering Detail Schedule (SEDS) engineering cost estimates.

The Contractor shall assist in the evaluation of systems test plans (such as systems test plans/test and evaluation master plans) and provide recommendations; and participate in the conduct of system, subsystem and component testing.

Integration

The Contractor shall assist in providing systems/subsystems integration support for the acquisition, development and verification of systems and equipment.

Lifecycle

The Contractor shall support the systems lifecycle including analysis of alternatives, creation of investment strategies, manufacturing, support and end-of-life processes.

The Contractor shall support and conduct engineering performance effectiveness, cost effectiveness, cost performance, lifecycle cost, maintainability, supportability, reliability, technical and schedule risk assessment, and scheduling trade-off studies.

Management Operations

The Contractor shall interface with and coordinate communications with all levels of management and functional counterparts.

The Contractor shall provide support to committees and boards established to discuss and resolve engineering problems and implement decisions involving the technical aspects of programs.

Data Item Evaluation

The Contractor shall assist in the evaluation and analysis of generated data items, to include, but not limited to, specifications, drawings, proposals, plans, life cycle cost estimates, SOWs, and reports.

Document Preparation/Evaluation

The Contractor shall support the Engineering team in the creation of documents such as System Requirements Documents; Systems Engineering Plans; Programmatic Environmental Safety and Health Evaluation; and Operational Safety, Suitability and Effectiveness Baseline Documents; and in executing Systems Engineering Assessments of the programs.

The Contractor shall support program management in the development and evaluation of IMP, IMS and SEDS.

The Contractor shall assist in the evaluation of system test plans and participate in the conduct of system, subsystem, and component testing.

The Contractor shall provide systems/subsystems integration support for the acquisition, development and verification of systems and equipment.

The Contractor shall evaluate and analyze Contractor- and Government-provided documentation for compliance with requirements; and shall identify system impacts and cost, schedule, and technical performance risks.

The Contractor shall support the development of program risk assessment and execute risk management IAW AFI 63-101, Integrated Life Cycle Management.

The Contractor shall assist in the preparation of briefings and reports that directly support the acquisition program.

The Contractor shall assist in the briefing of program status.

Technical Planning

The Contractor shall provide support for the design, development, production, procurement, and testing of aircrew and maintenance training systems.

The Contractor shall apply broad engineering expertise, analyzing and originating solutions to a wide range of issues.

The Contractor shall apply advanced theories, concepts, principles and processes to aid in the development and validation of new engineering requirements, technical approaches and product proposals that will improve overall system performance capability.

The Contractor shall assist teams of engineers and other functional participants to address major engineering proposals, issues, and problems in their areas of responsibility.

The Contractor shall recommend technical policies to establish and ensure consistency in the application of technical baseline engineering data and processes.

The Contractor shall assist in evaluating system test plans and participate in the conduct of system, subsystem, and component testing. The Contractor shall support bed-down planning at both CONUS and OCONUS sites.

Technical Support

The Contractor shall provide technical guidance, coordination and systems expertise to support major AFLCMC system programs.

The Contractor shall provide assistance for feasibility studies/technical evaluations to determine application and effectiveness of new technologies and concepts.

The Contractor shall provide assistance in monitoring technological trends and applications to maintain currency.

The Contractor shall provide assistance in the assessment of technical risks and recommend options for consideration by program offices.

The Contractor shall assist in conferences, meetings and support various types of investigations or ad-hoc discussions.

The Contractor shall provide support in the evaluation of aircrew and maintenance training plans, test procedures, test reports and evaluation of engineering change proposals.

The Contractor shall sign an NDA to provide assistance with source selections technical proposals.

The Contractor shall provide relevant comments and recommendations as a non-voting member of a source selection board.

Document Development/Management

The Contractor shall assist with the development and maintenance of time-phased, event-driven Security Classification Guides (SCGs), Program Security Directives (PSDs), Technology Assessment and Control Plans (TA/CPs), and Program Protection Plans (PPPs) and the Anti-Tamper (AT) plan.

The Contractor shall assist with the development and/or maintenance of the Physical Security requirements for facilities/organizations to include preparing all required documentation for secure facilities.

The Contractor shall assist in the integration of US export and technology control laws, DoD/Air Force policy and instructions, and other applicable guidance into program protection planning.

The Contractor shall assist in the recommendation of changes to DoD, Air Force and program security policy and instructions.

The Contractor shall assist in ensuring proper filing of all records, files, documentation, and working papers in accordance with AF Electronic Records Management (ERM).

Program Protection Program

The Contractor shall assist with the PPP to include, but not be limited to, the following tasks:

supporting security working groups

maintaining PPP database

identifying Critical Program Information (CPI) to include Supply Chain Risk Management (SCRM) and Criticality reviews

identifying program threats

analyzing system vulnerabilities and recommending alternative cost-effective security countermeasures that meet security objectives within the overall system design and program strategy

integrating flexible, cost-effective, and threat-based security process, plans and procedures to protect each critical weapon system during its life cycle

Systems EngineeringSystems Engineering

The Contractor shall plan for, and perform, systems engineering activities and tasks IAW the provisions of the latest version of AFLCMC Engineering Directorate (AFLCMC/EZ) Systems Engineering Guide, applicable Headquarters Air Force Materiel Command (HQ AFMC) and applicable Division policies.

The Contractor shall review, evaluate, and make recommendations regarding integrating technical requirements contained in USG directives.

The Contractor shall assist in ensuring that technical specifications and standards are prepared IAW MIL-STD-961E and AFLCMC/EN Systems Engineering Guide as well as coordinate, integrate, and form an overall systems engineering perspective.

The Contractor shall provide systems engineering technical support, system security engineering technical support, and recommendations of technical tasking assignments for the systems engineering functions.

The Contractor shall provide recommendations for appropriate systems engineering input to: Fed Biz Ops submittals, MIL-STD-961E Performance / System Specifications, derived requirements and verification methods, SOOs, SOWs, Data Item Descriptions (DIDs), CDRLs, Instructions to Offerors (ITOs), RFPs, and source selection evaluation standards and elements.

Systems Integration

The Contractor shall have knowledge of systems engineering in support of system definition, development, integration, verification methods, sustainment, risk modeling/simulation, testing and evaluation, human system integration (HSI), crew stations engineering, OSS&E efforts, interoperability requirements, and airworthiness certification across a wide range of hardware and software systems, including ground based systems.

The Contractor shall assist in reviewing, developing and updating applicable program documentation for systems engineering relevant requirements/issues.

The Contractor shall participate in and assist in the planning of systems engineering risk assessments by establishing a risk management review, coordinating action item status, and updating risk management metrics.

The Contractor shall support the program office Airworthiness Certification Working Group (ACWG) by assisting in the development and maintenance of a comprehensive Modification Airworthiness Criteria Certification (MACC) compliance package as well as the airworthiness risk assessment.

The Contractor shall support the planning and execution of the Airworthiness Review Board Meeting in support of obtaining military flight releases/Military Type Certificates.

The Contractor shall assist in the production of draft documentation as requested or necessitated by programmatic limits based on cost, schedule, and performance to support the airworthiness process.

The Contractor shall assist in reviewing and performing assessments on program specific databases; analyze Built in Test (BIT) failure reports; and compare failure reports against the BIT Interpreter Analyzer for accuracy of BIT indications; provide system integration guidance to aircraft program offices for the program system installation and system maintenance; review and analyze technical proposals.

The Contactor shall assist in the review of Failure Reporting, Analysis, and Corrective Action System (FRACAS) and Reliability Standard Reports; work with G081 database to check failure reporting from the field; and assist in the handling of all DRs ensuring proper classification and adequate detail for resolution.

WORKING CONDITIONS:Travel

May be required to travel using commercial air, USG air, and other conventional modes of transportation to Outside Continental United States and Continental United States (OCONUS and CONUS) locations in support of program meetings, reviews, audits and other activities held at Government and Contractor facilities.

Shall travel unaccompanied and unsupervised.

All travel (including plans, agenda, itinerary, and dates) require prior approval by the EPASS CO for OCONUS travel or COR for CONUS travel.

CONUS travel requests shall be submitted no later than ten business days prior to travel.

Shall notify the EPASS CO or COR of the costs of air travel and receive prior written approval when the use of other than least costly air travel is required to complete a Government-directed task.

Shall submit a Trip Report upon return from travel. The trip report shall be submitted within 5 business days of return from earliest date of travel. At a minimum the trip report shall include: name of employee; date(s) of trip; site visited; trip purpose; relevant observations during trip.

Check for additional OCONUS Travel Requirements for FAR clauses 52.228-3 and 52.228-4 that apply to OCONUS travel.
