Job Description

U.S. Army Futures and Concepts Center (FCC) Capability Development and Integration Directorate – Networks and Services (CDID-NS) for the purpose of performing capability research, development, analysis and management work in support of the CDID-NS capability portfolio. This portfolio includes the Enterprise through the Expeditionary Force networks and encompasses the Information Transport and Infrastructure, Satellite Communications, Visual Information, and Network Operations, which is comprised of Service Management, Network Management, Information Management, and Network Cyber Defense. Additionally, CDID-NS serves as the Army’s user representative for network operations, transport, services, and infrastructure support personnel.

  • Provide support to Army capability modernization efforts by researching, developing, assessing, analyzing, identifying, and defining functional requirements for joint and Army capabilities and support the integration of said capabilities across DOTMLPF-P.
  • Possess a broad understanding and knowledge of the Joint Capability Integration Development System (JCIDS) and Army acquisition as it applies to requirements management and materiel development.
  • Assist in developing and producing executive level briefing materials, technical instructions, JCIDS requirement documents, and products integral to integrating new materiel programsacross DOTMLPF-P.
  • Perform routine work actions will require coordination and interface across a broad stakeholder community.
  • Develop and review JCIDS documentation (including, but not limited to: Initial Capability Documents (ICD), Capability Development Document (CDD), Requirements Definition Packages (RDP) and Capability Drops (CD), concepts of operations (CONOPS), cost benefit analyses, and test and evaluation plans); capability needs analyses.
  • Develop products and deliverables related to applicable portions of doctrine; organization;institutional training; leadership development and education; personnel skill sets and career management; facilities; and policy.

Qualifications

Knowledge Skills and Abilities (KSA) Requirements:

  • Knowledge of Joint Capabilities Integration and Development System (JCIDS)
  • Knowledge of Army Base/Post/Camp/Station (BPCS) enterprise information technology facilities and network infrastructure.
  • Have the ability to provide technical expertise in the design and development of enterprise transport solutions.
  • (Optional – preferred) Knowledge of Army/Joint organizations and their functions
  • (Optional – preferred) Knowledge of Signal related Army/Joint Doctrine and policies
  • Ability to edit documents for correct grammar and format
  • Knowledge in computer automation software (have a working knowledge of Word, PowerPoint, Excel, Spreadsheets, Outlook, Outlook Calendars, etc.)
  • Have the ability to work within a team, manage a large workload, and adapt to re-prioritization as dictated by Government leads.

Qualifications:

  • Possess relevant experience and extensive knowledge and understanding of performing communications network engineering, integration and operations including planning, coordinating, or evaluating actions required to support a specified mission, weapons system, or other designated program.

  • (Optional – preferred) Trained on the national Program 25 (P25) interoperability standard.

  • Will complete Defense Acquisition University online courses CLR 101 Introduction to JCIDS, and RQM 110 Core Concepts for Requirements Management within the first two weeks of employment.

Education

Undergraduate degree in Electrical Engineering, Computer Science, Information Systems Management, Networking, Telecommunications Management, or related technical field from an accredited college or university. Additional experience may be accepted in lieu of degree as determined by the COR.

Security Clearance

Obtain and maintain a Secret security clearance. Anticipate specified contractors shall require

Top Secret Security Clearance with Sensitive Compartmental Information (SCI) eligibility based on program requirements.
