Hourly Rate: $51 W2; $58 CTC/1099 Job Description: As part of the IT Strategic Initiative, DET is interested in attaining professional services to provide support for the Websphere service and applications for several state agencies like Client Assistance for Reemployment and Economic Support (CARES - Department of Health Services (DHS)), Department of Transportation (DOT)and Department of Children and Families (DCF)'s Web Platform Services which includes WebSphere, Internet Information Systems (IIS) and MQ applications. This professional services engagement is responsible for providing support for the Department of Transportation (DOT), Department of Corrections (DOC), Department of Health Service (DHS), Department of Natural Resources (DNR), Department of Children and Families (DCF) applications running on IIS and WebSphere and IBM WebSphere MQ. These services provide customers with the framework for running WebSphere Application Server (WAS), WebSphere Application Server Network Deployment (WAS ND), WebSphere MQ and IIS in a secure environment at the Division of Enterprise Technology (DET) Data Center. Responsibilities for the support of these systems includes the installation, maintenance, support, and configuration of hardware and software; application deployments; maintaining and updating infrastructure documentation; implementation of security policies and filters associated with the tools; and additional troubleshooting support. Presently, there are numerous business applications that utilize these technologies which are critical to the State of Wisconsin for example, Client Assistance for Reemployment and Economic Support (CARES), Access to Eligibility Support Services (ACCESS), Contract Administration & Reporting System (CARS), Commercial Vehicle Info. Exchange Window (CVIEW), Electronic Version of Motor Vehicle Forms (EMV) and Wisconsin Carrier Registration System (WISCRC), Wisconsin Inmate Complaint Tracking System (WICS), Wisconsin Statewide Automated Child Welfare Information System (eWisacwis), Wisconsin Sex Offender Registry, Kinship Care Tracking System (KCTS), Administrative Rules, Wisconsin Asbestos and Lead Database Online (WALDO), Substance Abuse Prevention Services Information System (SAIS), Organ Donor, etc. The applications mentioned above will be supported by this professional services engagement and are used by local and/or state government agencies to provide services to citizens throughout the State. An outage to these systems can be detrimental to state and local government functions and/or their ability to provide service to the State's citizens. Current staffing in the DET-Application Hosting Tools Section, Web Platform Services team is not adequate to provide staffing to support these WebSphere services. A Systems Administrator III is appropriate because the position relies on experience and judgment to plan and accomplish goals, performs a variety of complicated tasks, a degree of creativity and latitude is expected. The work assigned to this contractor will be assigned by the Web Platform Services Supervisor and monitoring of services provided will occur on a routine basis. This is a core service to the State of Wisconsin. The service provider will need to have experience in Websphere Administration and peripheral services, along with the various intricacies of its configuration and use of integrated applications. Required Skills:

  • Installation, maintenance, administration and monitoring of the WebSphere Software in a multiplatform environment (Linux and Windows). (5 years)
  • Proactive resolution of problems and/or alerts received by various monitoring and management systems. (5 years)
  • Resolution of connectivity problems, assisting users, and debugging problems. (5 years)
  • 24x7 on-call support that includes triage participation and vendor problem management. (5 years)
  • Provide a broad range of technical skills in support of all WebSphere customers. (5 years)
  • Knowledge of and experience with server management concepts and software such as Patchlink, IBM Support Assistant, IBM Tivoli Performance Viewer, HTML, J2EE, SSL, Load Balancing, Session Replication, Content Switching, JVM Tuning, etc. (5 years)
  • Hands-on Technical experience in support of additional software tools such as WebSphere MQ, WebSphere Application Server with Connection Factories and Message-Driven Bean activation specifications, and WebSphere Portal. (5 years)
  • Training and/or experience with scripting tools such as Bash, Korn, and Jython. (5 years)
  • Familiarity with change management in a complex hosting environment. (5 years)
