The primary purpose of this position is to serve as the Production Management Specialists and perform the required functions of managing the production of assigned Electronic Warfare weapon systems in the Foreign Military Sales Branch, located in the Electronic Warfare/Avionics Division of the AF Life Cycle Management Center Directorate, providing Agile Combat Support.ResponsibilitiesManages Repair/Modification installation programs, Spares Acquisition, and Engineering Services support for assigned EW weapon systems in the Electronic Warfare Division of the ACS Directorate.Maintains surveillance over assigned programs and conducts analysis relative to contractor schedules and output.Programs, develops, budgets, initiates, and controls FMS modification funds as well as FMS funds associated with assigned Electronic Warfare repair/modification and acquisition of FMS programs.Maintains, corrects, and analyzes production and financial systems pertinent to EW FMS repair, acquisition and modification programs assigned.Prepares correspondence, briefings, and metrics for presentation to the Program Manager, Functional Manager, Section, Branch, Division and Directorate Level Management and FMS customers.RequirementsConditions of EmploymentQualificationsSPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes obtaining, managing, and delivering services for the procurement, sustainment, repair and/or modification of assets and to plan, program, and budget requirements to ensure worldwide repair/modification/support for the in-service life of the assigned weapon system. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, FMS, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. 6. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
