The primary purpose of this position is to provide in-country program management support in support of the C-130 Contractor Logistics Support security assistance program. Position will work closely with the Afghan C-130 Security Assistance Program Manager to achieve program objectives and ensure the CLS contractor's execution aligns with the overarching program plan.ResponsibilitiesDue to the high visibility of this program this position requires an experienced, senior level logistical management specialist to serve as a liaison between US government team and contractor during the execution of the program.Provides contractual oversight and provides weekly status updates to AAF C-130 SAPM.Selection and provisioning of equipment, spares, and technical data required to support the C-130 fleet and in conjunction with the AAF C-130 SAPM, develops and initiates program changes to implement inter-governmental agreementsEnsures that administrative matters relative to program/projects assigned are accomplished.RequirementsConditions of EmploymentQualificationsSPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes serving as an in-country liaison between theUS government team and the Contractor Logistics Support contractor during the execution of the Afghan Air Force (AAF) C-130 CLS program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of, and skill in applying logistics management policies and regulations; logistics functions, programs and system applicable to the duties of this position; sources, responsibilities, and means for providing assistance and advise to resolve logistics problems for application and integration of all long range logistical actions required to support Afghanistan Air Force (AAF) requirements. 2. Expert knowledge and experience in contract management; contract language and contract execution. 3. Expert knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the weapon system life cycle management and sustainment processes. 4. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition/supply functions andpersonnel in support of the process. 5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 6. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
