EY is ready to help our government build a better working world.The opportunityThe Government and Public Sector (“GPS”) Controlling Lead - Associate Director will report to the GPS Program and Implmenation Leader, and have relationships across the GPS Program project team.In this role your primary responsibility will be to serve as an accounting subject matter expert to the EY GPS Program team, in support of EY’s implementation of Deltek Costpoint and its movement from non-CAS compliant government contractor to CAS-compliant status. You will work broadly across the accounting function as a key member of the GPS Program team ensuring all requirements of an adequate accounting system are met. You will also play an important role in the creation of an accounting operations team internal to EY and implementation of auditable processes and controls. Ultimately, upon successful completion of the GPS Program, this role will report to the GPS Finance & Accounting Leader and will lead EY’s GPS Accounting team.Your key responsibilitiesPlay a significant role, working with EY GPS Program leadership, the Program project team, and third-party consultants in ensuring the successful implementation of Deltek Costpoint

Participate in external audits with outside independent auditors and regulatory oversight agencies (e.g., DCAA, DCMA), and oversee preparation of items that auditors require

Work with the GPS Program team to develop and refine new processes for accounting operations, including:

Contract to Cash

Procure to Pay

Record to Report

Hire to Retire

Lead the development of formal, auditable accounting policies and procedures reflective of newly designed processes and controls (both preventive and detective) for EY GPS.

Oversee month-end close process

Review monthly journal entries and complex account reconciliations. Assist the accounting team in developing robust reconciliation processes as needed across the accounting domain.

Work with GPS Program technical lead to ensure all integration needs are met, both internal (SuccessFactors, EDW, SAP, etc.) and external (ADP, Amex, etc.).

Leverage prior experience to imagine possibilities for leveraging robotics in accounting processes; work with technical team to realize prioritized opportunities.

Develop approach and methods for integrating acquisitions into GPS future state accounting environment.

Lead GPS accounting team through system and business process testing.

Work with current (outsourced) accounting operations support team to effect a smooth and seamless transition to EY internal support at the time of go-live.

Lead accounting team support of conversion and cutover activities at the time of go-live.

Responsible for time-phased hiring, training and retaining skilled accounting staff, throughout the GPS Program project and beyond. Play a key role in development of accounting team and work with GPS Finance leadership in the area of career planning for staff.

Skills and attributes for successExperienced leader with high degree of knowledge of general accounting theories, principles, and practices with a solid knowledge of general budgeting principles and practices

High degree of proficiency with Microsoft Office Suite, including Excel, Word, Power Point

Strong analytical and problem-solving skills which allow for strategic data interpretation versus simple reporting

Excellent oral, written and interpersonal skills with the ability to communicate effectively with all levels of management and external auditors

To qualify, you must have:A Bachelor’s degree in Accounting, Finance or related field; advanced degree or CPA preferred

Approximately 8-10 plus years of relevant (e.g., accounting, finance) experience in a government contracting environment

Approximately 3-5 plus years working as a Controller, or equivalent role at a Senior Manager level or higher, managing the day-to-day operations of the accounting function at a government contractor

Extensive experience and in-depth knowledge in accounting using Deltek Costpoint

Extensive knowledge of FAR Part 31 and Cost Accounting Standards (CAS) and other regulatory requirements impacting the accounting system

Solid understanding of CAS-compliance in indirect rate structures

Experience leading a government contractor during accounting system audit by DCAA

Experience supporting preparation of incurred cost submissions

Experience interfacing with and, ideally, supporting development of forward pricing rates

Experience building, training and managing internal accounting functions

Experience implementing and enhancing accounting processes and procedures

Experience implementing, monitoring and/or executing regulatory control processes and validations in a government contracting environment

Ability to obtain a government security clearance, if required

Ideally, you’ll also have:Understanding of competitive pricing practices

Working knowledge of SAP

Experience implementing Deltek Costpoint
