    Summary

    The Supervisory Police Officer (Instructor) (Lieutenant) position is organizationally aligned under the Police at the Sheridan VAHCS, Sheridan, WY. Veteran Centered Policing is a VA-specific model by which the VA police force serves and protects veterans, employees, and all others who access VA care and services.

    Responsibilities

    Training Manager:

    Performs work in the development of courses for training programs. Makes recommendations for changes which involve substantive rather than procedural matters. Obtains and adapts current instructional material. Works within a prescribed course framework. Assigns, teaches and manages the training program for the entire police department. Works with other departments within the facility to coordinate training pertinent

    to the needs of other staff, Veterans, patients and others throughout the facility.Supervisory Responsibilities:

    The incumbent serves as a first level supervisor and may act as the Deputy Chief of Police as needed any extended absence of the Deputy Chief of Police. The incumbent performs day-to-day supervisory functions over Police Dispatch personnel while performing a variety of management assignments. The incumbent uses knowledge of a wide range of police and security concepts, principles and practices to

    review independently, analyze and resolve difficult and complex law enforcement problems.

    The incumbent provides supervisory coverage Monday through Friday as well as nights, weekends or holidays as needed. They ensure the organizations "vision" is integrated into the team's goals, strategies, activity plans and work products. Identifies problem areas and takes steps to resolve situations making notifications to higher level supervisors as required on more complex issues.Security and Enforcement:

    Performs work related to the collection, organization, and/or tracking of information in support of the security and enforcement program. Reviews security inspection reports for cited violations and tracks enforcement responses to ensure timely and appropriate enforcement actions are taken. Follows up with specialist to ensure adequacy of enforcement actions.     Qualifications

    To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization.

    • Examples of specialized experience would typically include, but are not limited to:
    1) Follows applicable regulations and instructions regarding access to computerized files, release of access codes.

    2) Supervises/performs the enforcement, investigation detention and apprehension of individuals suspected or arrested for violating laws.

    3) Directs the department during natural disasters, terrorist acts, major accidents/ incidents and criminal activity.

    4) Protects patients, visitors, employees and property against physical threats and personal safety.

    5) Consistently communicates and treats customers in a courteous, tactful and respectful manner.

    6) Ability to train fellow officers in all aspects of federal law enforcement.

    • Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
    • VA Police Officers must be able to achieve and maintain mandatory firearm and weapons qualification/certification.
    • New VA Police Officers are required to attend a 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas.
    • A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature.
    • Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required.
    • A character investigation may be conducted on applicants selected for employment.
