ICF is seeking a practicing Business Analyst, who is technical in nature and approach, to guide multiple software teams using Agile, Scrum, and Kanban frameworks to deliver digital transformation for the child welfare field.You are a critical thinker and driver of change who can ease the transition of digital modernization efforts for a large, diverse agile team. You understand and can apply aspects of agile and scrum frameworks, as necessary, to aid in the success of projects and teams. You are curious about the technological solution and enjoy piecing the big picture together. You are comfortable owning an effort but just as comfortable taking on tasks that help the team make progress toward its goal. You are proactive, collaborative, cross-functional, and can work independently. You are an effective communicator across various modes (in-person, phone, video conferencing) and can represent the voice of the business.What you’ll be doing:Aid in the digital transformation of a multi-faceted legacy system
Facilitate solutions and meetings to extract the necessary information to ensure understanding of goals and requirements
Liaise with project stakeholders to gather and define, refine, and document business requirements and specifications
Lead quality assurance and control process by providing oversight to the testing staff
Assist the self-organizing, self-managing team in achieving its goals
Develop or refine existing processes to enhance quality and team productivity
Documentation creation and maintenance, including standard operating procedures, the definition of ready, the definition of done, etc.
Utilize tools to define team metrics for successes and areas for improvement
Facilitate agile ceremonies to include standup, backlog grooming, demo, planning, and retrospective
Help the team maintain a tie to the overarching goals while executing on specific work
Identify and remove impediments and coach the team on removing impediments
Maintaining backlog and collaboratively identifying user stories/tasks
What you must have:Bachelor’s Degree in a relevant field
5 or more years of technical project management, Business Analyst, Scrum Master experience
2 or more years of experience with legacy modernization projects
2 or more years of experience using Atlassian Tool Suite, including Jira and Confluence
1 or more years of experience working with the full software development lifecycle (SDLC)
Ability to work with minimal supervision in very dynamic and timeline sensitive work
Ability to understand technical issues at a high-level
What we'd like you to have:Certified Scrum Master (CSM) or Certified Scrum Product, Owner
Certified Business Analyst Professional (CBAP) or PMI-Professional Business Analyst (PBA)
Experience with Scaled Agile Framework (SAFe 5)
Experience delivering software projects for Federal agencies
Familiarity with large, multi-faceted, complex systems
Experience with diverse teams and stakeholders
Understanding of multiple methodologies (e.g., waterfall and scrum)
Prior experience in another role on an IT development team
Familiarity with ServiceNow or low-code/no-code platforms
Basic understanding of DevOps and cloud-based practices
Ability to work with minimal supervision in very dynamic and timeline sensitive work
Ability to understand technical issues at a high-level
Must possess strong analytical, organizational and product management skills
Must be able to obtain Public Trust
