GENERAL DESCRIPTION:

Provide human resources services, support, counseling, and policy interpretation to facility personnel and management. Assist with HR investigations. Assist with facility HR procedure protocol.

  • Assist with facility recruitment.
  • Write vacancy announcements for facility recruitments and advertising purposes.
  • Advise supervisors and managers on best recruitment methods/practices.
  • Schedule interviews and monitor the interview process from start to finish to assure compliance with applicable laws and State of Wyoming recruitment regulations, policies, and procedures.
  • Provide training to new supervisors and interview teams on best practices for interviews and lawful hiring practices.
  • Assist with salary administration, including assuring those classification inequities are minimized and consistent application of pay philosophy following the State of Wyoming Compensation policy and internal guidelines.
  • Assist with position control of all WLRC positions.
  • Track use of positions and keep rosters up to date in a meticulous manner.
  • Provide position reports on a monthly and as-needed basis.
  • Work closely with staff and managers to address staffing issues.
  • Conduct onboarding for new employees.
  • Provide training in benefits.
  • Kronos timekeeping system and rights and responsibilities of employment.
  • Prepare new hire paperwork schedule pre-employment fingerprinting, background and drug screenings.
  • Assist with reviewing and approving agency performance evaluations at the HR level.
  • Reset passwords and assure correct reporting relationships within the PMI system.
  • Assist with Human Resources investigations.
  • Ensure that all investigations are in compliance with state and federal regulations and laws and meet required deadlines.
  • Assist employees and management with mediation and conflict resolution and investigate concerns as necessary.
  • Consult with, train, and advise staff, supervisors, facility management on benefits such as employee retirement, insurance, etc., and other HR-related issues, state and facility rules, regulations, policies, and procedures. Assure compliance with the same.
  • Serve as the first point of contact for the HR office.
  • Provide customer service to facility staff, clients, and the public at the Human Resources office front counter.
  • Assist with resolution of problems and concerns.
  • Assist employees with FML, Worker's Compensation, and ADA issues.
  • Work daily with employees, supervisors, and medical providers on return to work issues.
  • Assist with payroll processing and Kronos timekeeping system.
  • Submit transactions into CGI.
  • Review and assure the accuracy of transactions.
  • Provide customer service for the WLRC HR office to include responding to questions and requests from employees, clients, and the public at the HR front counter.
  • Complete pay approval forms.
  • Maintain personnel records. Maintain "Proof Books" (such as professional licenses and mandatory reporter forms, employee background checks, staffing) to have ready for federal CMS surveyors.

Qualifications

KNOWLEDGE:

  • Knowledge of Federal (ADA, EEOC, FMLA, FLSA, etc.) laws.
  • Knowledge of State of Wyoming Personnel Rules and Executive Orders.
  • Knowledge of human behavior and performance.
  • Knowledge of SAO's payroll processes and procedures.
  • Knowledge of Microsoft Office, including Excel and other computer software.
  • Skills in grammar and proper English usage.
  • Skills in interpersonal relations.
  • Skills in organizing and prioritizing.
  • Ability to work effectively and independently.
  • Excellent communication skills.
  • Skill in conflict management.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Human Resources)

Experience:

0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II

OR

Education & Experience Substitution:

3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II

PHYSICAL WORKING CONDITIONS:

  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.
