The primary purpose of this position is to Serves as a contingency and exercise war planning specialist in the Forces Division. Incumbent works closely with Senior Deployment Readiness Planning Specialist while resolving operational, technical, and managerial matters and provides continuity to an organization structure composed largely of military personnel.ResponsibilitiesIncumbent is responsible for planning and coordinating all aspects of operational, contingency, and exercises activities in support of Air Force Reserve Command, Force Generation Center.Ensures AFRC functional area forces are managed in accordance with AEF doctrine and Air Force instructions, thus maximizing predictability, stability and teaming concept for deploying AFRC units and members.Serves as a Functional Area Representative for AFRC Force Generation Center, Forces Division in support of planning and managing peacetime, and contingency and wartime operations.Works with the senior specialist in researching and analyzing AEF policy, regulations, instructions, and data retrieved from planning and execution systems to provide technical guidance and recommendations.Resolve matters that enable the warfighter to plan, execute, and manage military operations.Performs force planning and execution duties for AFRC personnel and equipment during joint, Air Force, MAJCOM, and Air Force Component GFM and AFPC/DPW rotational and emergent/contingency operations.Works with senior planners to research and analyze information required for accomplishing and responding to critical taskers, inquiries, and issues.Ensures functional area forces are managed in accordance with AEF doctrine, thus maximizing predictability, stability and teaming concept for deploying AFRC units and members.Works closely with senior deployment readiness planning specialist in specific phases of developing operating procedures for management and utilization of Global Command and Control System.Presents clear, concise and well structured oral presentations that address the designated issues.Actively participates and represents AFRC Force Generation Center, Forces Division in strategic planning, conferences, meetings, discussions, and serves on panels and committees.Assists in formulating and coordinating operations, programs, policies and procedures.Keeps the senior planning specialist and all program participants aware of program plans, goals, and objectives. Participates in special projects and initiatives and performs special assignments.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Use the Group Coverage Qualification Standard for Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS- 09, or equivalent in other pay systems. Examples of specialized experience includes: Deployment planning and mobilization, development of training and information for deployment and utilizing systems such as Global Command and Control System (GCCS). (To be creditable, specialized experience must meet the above quality level requirements.) OR EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Note: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: That equals 100 percent of the requirement. Note: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in a wide range of DOD, MAJCOM, Joint, and wing-level deployment planning principles, operations, policies, principles, practices, objectives and applicable directives to make independent decision and recommendations to include contingency and exercise planning and execution of force management principles, procedures and concepts during peacetime and wartime conditions. 2. Ability to construct data, analyze and evaluate facts, draw conclusions, devise solutions to problems, and identify changes and trends. Skill in devising options for complex, diverse organizations. 3. Knowledge of deployment planning systems such as DCAPES and JOPES, as well as understanding of the Integrated Deployment System (IDS), personnel Module (MANPER-B) and any other planning and execution systems mandated for use. 4. Ability to access or locate information through the use of a personal computer and software programs and the ability to manipulate, reorganize, and scrutinize large volumes of data as needed for analysis. 5. Skill in conducting detailed analyses of complex functions and work processes. Skill in obtaining information about missions, functions, and procedures. Skill in applying analytical and evaluative techniques to the identification and consideration and resolution of issues or problems concerning efficiency and effectiveness. 6. Ability to communicate effectively, both orally and in writing with all levels of personnel , to gain cooperation from others through tact, courtesy, and diplomacy. 7. Ability to develop and analyze data to determine deployment objectives and goals, identify support requirements and establish relationships between the participants involved in deploying the plan. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
