SummaryThis position is located in the Bureau of Budget and Planning (BP). BP justifies and manages the Department of State's resources by delivering timely, accurate, and actionable information and advocates for the Department to receive adequate resources to fund programs, projects, and activities to meet its mission.ResponsibilitiesDirects, implements, coordinates, or oversees one or more of a variety of management programs impacting the Bureau (e.g., annual andstrategic program planning, program budgeting, and acquisition planning and administration).Develops policies, issuances, and directives; provides oversight and coordinates the identification, analysis and issuance of policies with managers and top level officials of the Bureau.Develops, implements, and monitors sophisticated management information systems that focus on the Bureau’s progress in executing long and short range plans.Represents the Bureau at meetings and conferences to advocate Bureau views and policy positions; takes note of opposing points of view, and develops oral and written reports for Bureau management.At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS 13.RequirementsConditions of EmploymentQualificationsApplicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement.If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.APPLYING FOR THE GS-12:Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing statutes, regulations, and policies to evaluate financial management program operations;Experience analyzing financial and budgetary relationships to develop recommendations and evaluatecontinual changes in program plans and funding; andExperience drafting, compiling, and coordinating materials for financial management and budget discussion affecting an organization. There is no substitute of education for specialized experience for the GS-12 position. APPLYING FOR THE GS-13:Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing statutes, regulations, and policies to evaluate financial management program operations;Experience analyzing and evaluating the effects of continuing changes in program plans and fundingon the accomplishment of the organization's budget and strategic goals; andExperience participating in the overall planning and program management sessions to ensure adequate planning for the resources required to appropriately meet all of an organization's critical strategic goals.
