SummaryThis position is located in the Office of the Assistant Secretary for Aviation and International Affairs within the U.S. Department of Transportation (USDOT) in Washington, DC. The Director, Office of International Aviation leads the development and implementation of US international aviation policy, and advises and makes recommendations to DOT officials on the economic regulation of the airline industry and the formulation of international civil aviation policies.ResponsibilitiesThe Office of International Aviation negotiates bilateral and multilateral agreements with foreign aviation partners on behalf of USDOT, and works with the Office of the United States Trade Representative and the Department of State to ensure that provisions in U.S. trade agreements that affect air services are consistent with U.S. aviation policy. The Director, Office of International Aviation serves a critical role in the formulation and execution of Departmental aviation policies with international impact.Further, as the Director, Office of International Aviation, you will: Develop basic approaches to the implementation of U.S. international civil aviation policies. Make policy recommendations to the Assistant Secretary and other U.S. government officials. Initiate, develop, and coordinate and/or review Department positions on legislative proposals involving international aviation.Develop program objectives on international civil aviation for consideration by the Department, and direct the conduct of studies designed to identify and the method of achieving these objectives.Formulate specific policies and positions for adoption by the Department on a wide range of international civil aviation issues, and ensure validity of recommendations to the Assistant Secretary on actions to be taken by the United States in the negotiation of bilateral and multilateral air transportation agreements.Direct economic and systems analyses and other kinds of studies to support Department policies and the U.S. position in consultations or negotiations of civil aviation agreements.RequirementsConditions of EmploymentYou must be a U.S. Citizen.Submit application and resume online by 11:59 PM EST on the closing date.Provide all required documents by closing date.A Secret clearance is required.CONDITIONS OF EMPLOYMENT: PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).FINANCIAL DISCLOSURE: Complete a Public Financial Disclosure report, OGE-278. Demonstrated executive level expertise in leading, managing and analyzing policy issues related to complex international aviation, international transportation or international trade programs. This includes demonstrated executive level experience in bilateral and multilateral aviation negotiations, disposition of regulatory cases and the economic development impact such as activity on the national and global economy.
