NACDD is a Member-based not-for-profit Association that improves the health of the public by strengthening state-based leadership and expertise for chronic disease prevention and control in states and at the national level.In an effort to enhance public health resources across the country and support state and local public health settings respond to and recover from the COVID-19 pandemic, the Public Health AmC program supports the recruitment, training, and development of the next generation of public health leaders. An anticipated three-year commitment, NACDD will recruit up to 40 part-time AmC Members to support existing state- and community-level COVID-19 recovery efforts in up to 20 states participating in the Building Resilient Inclusive Communities (BRIC) program. The BRIC program supports State Health Departments and other organizations in working with their local communities to address food and nutrition security, improve access to safe physical activity opportunities, and reduce social isolation and loneliness. These strategies focus on reducing health inequities and promoting social justice for those most impacted.PROJECT DESCRIPTIONIn partnership with a State Health Department or similar agency, local health department(s), and a local YMCA or YMCA State Alliance, Members will support the implementation of BRIC state and/or community action plans that focus on health inequities while addressing food and nutrition security, safe physical activity access, and social connectedness through a policy, systems, and environmental change approach. Structural barriers make it especially difficult for residents in some communities to be healthy, creating or widening existing health inequities. Public Health Departments and their partners across the country have been challenged with responding to these community needs due to staff burnout and turnover, diversion of staff time and attention to COVID-19 response, and limited investment in addressing upstream factors that impact health. By leveraging AmC Members, NACDD’s Public Health AmC program aims to build and support the capacity of State Health Departments (and similar agencies) participating in the BRIC program to respond their communities’ needs, specifically those that impact social determinants of health and health equity, and support disaster mitigation through partnership, resource, and system development.The AmC Program Manager will oversee all program planning, implementation, and evaluation activities associated with the Public Health AmC grant; this includes, but is not limited to, recruitment and placement of up to 40 part-time AmC members in teams of two (2) across up to 20 BRIC program states; coordination and collaboration across states and all partners; organizing service member professional development and training opportunities; and providing budget management. The AmC Program Manager will also liaise with other NACDD program staff, such as BRIC program team members, to enlist their support and program expertise.ESSENTIAL DUTIES AND RESPONSIBILITIES (SCOPE OF WORK)The essential functions include, but are not limited to, the following:Provide strategic and technical subject matter expertise to NACDD’s Public Health AmC program and oversee implementation of all grant-related activities

Establish and operationalize NACDD’s Public Health AmC program; coordinate with the BRIC program (and other programs within the Center for Advancing Healthy Communities) to support program planning, implementation, and evaluation

Engage YMCA of the USA, a primary program partner, to support recruitment efforts and all phases of program implementation

Collaborate with and maintain effective, positive working relationships with other NACDD team members and program partners through all phases of program implementation

Lead communications, marketing/promotion, and recruitment of up to 40, three quarter time (TQT) AmC Members (in teams of two)

Lead placement of AmC Members in State Health Departments (or similar agencies) across up to 20 BRIC program states; AmC Members will share their time between the State Health Department, or similar agency, and a local YMCA or YMCA State Alliance

Create and lead program teams across all states that include the AmC Members, State Health Department (or similar agency), local health department(s), local YMCA/State Alliance, and others to guide program planning and implementation

Provide training and technical assistance to up to 20 BRIC program states around AmC Member experience and alignment of Member activities with BRIC state and/or community action plans (e.g., engaging with State Health Departments/Ys and high-burden communities; developing and administering needs assessments; aligning activities with BRIC program state and/or community action plans and results of needs assessment(s); establishing new/strengthening existing partnerships; developing and piloting new systems to support BRIC states and/or communities, and more)

Coordinate professional development and training opportunities for all AmC Members in partnership with NACDD’s Center for Advancing Healthy Communities, NACDD’s Center for Public Health Leadership, YMCA of the USA, and AmeriCorps; these opportunities will develop and advance knowledge and skills in public health practice and specific content areas

Develop agendas and facilitate meetings, conference calls, and/or peer-to-peer learning and sharing opportunities both across Members and across states (e.g., webinars, learning series, communities of practice) and document outcomes

Determine resource and training needs and work collaboratively to develop, enhance, and disseminate tools and materials to meet Members’ and states’ needs

Support Program Grant Manager and Program Specialist with developing and managing all program-related contracts/partner agreements along with other grant management-related activities

Liaise with Communications Department, as needed, to achieve any communications-related deliverables

Liaise with Project Management Office, as needed, to track program progress and outcomes, and engage in performance management activities

Lead all data collection, management, and analysis activities, as needed or required; liaise with Center for Advancing Healthy Communities Senior Program Evaluator and Evaluation Team, as needed, to implement the program’s evaluation plan and achieve high-quality deliverables in accordance with established timelines and budget

Ensure fiscal responsibility by managing funding/budget; liaise with Program Grant Manager, Program Specialist, and Finance Department, as needed or required

Provide annual program reporting and develop future continuation applications

Prepare reports (whether oral or written) for NACDD Senior Leadership and other external partners

Support other federal and non-federal grant opportunities (e.g., grant writing)

Serve as AmeriCorps point-of-contact for program-related activities

Maintain knowledge about AmeriCorps programming and its requirements, and the current science and best practices around training and developing the next generation of public health practitioners and leaders

Participate in all Center for Advancing Healthy Communities, NACDD, CDC, AmC, and other program-related meetings and events

Performs other duties, as assigned or necessary, to achieve program goals and objectives

RequirementsMINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)Master’s degree in Public Health, Public Health Administration, or related field with minimum of seven to ten years of experience in the public health field

Prior experience working with AmeriCorps or in public health programs/projects focused on healthy communities (e.g., food and nutrition security, physical activity access, social connectedness, and health equity) preferred

Prior work experience in a state, county, or local health department strongly preferred

Prior Association or other nonprofit experience preferred

Understanding of impact of the COVID-19 pandemic on states and communities, particularly as it relates to healthy communities (e.g., food and nutrition security, access to safe physical activity opportunities, social connectedness, and/or health equity)

Knowledge of root causes of health, social determinants of health, and operationalizing health equity strategies

Strong project management, prioritization, and planning skills with demonstrated success producing high-quality deliverables on time and within budget; ability to manage multiple projects is a plus

Adept at developing tools and resources; facilitating meetings, conference calls, and peer-to-peer learning and sharing opportunities; and giving presentations

Experience working with young adults/adults; proficiency in young adult/adult learning principles and techniques

Experience with grant writing and management, along with developing and monitoring program budgets

Strong interpersonal skills, excels in building relationships and partnerships with diverse stakeholders, and able to work with a cross-functional team

Ability to effectively connect and communicate with other staff and consultants working on other programs/projects; ability to identify opportunities for synergy and/or collaboration

Self-motivated; able to work independently and to receive and incorporate feedback from others into plans

Effective oral and written communication and organizational skills with strong attention to detail

Ability to effectively present information to a variety of audiences and respond to questions clearly and comprehensively from NACDD staff (all levels of management), other team members and consultants, and internal and external partners/stakeholders

Excellent multitasking and problem-solving skills with ability to analyze situations, identify existing or potential problems, and recommend solutions

Understands the importance of keeping current industry or subject matter expertise

Ability to establish and maintain professional credibility and diplomacy

Resilient, flexible, and innovative

High proficiency with Microsoft Office programs (e.g., Word, Excel, PowerPoint)

Ability to travel, as needed, when travel restrictions due to COVID-19 are lifted
