The Performance Analyst works within the Research, Analytics, & Development (RAD) Team of the Office of Transportation Performance & Innovation (TPI). The TPI mission is to enable evidence-based and customer-focused enhancements to the statewide and Atlanta-region mobility networks. This mission is accomplished by providing thoughtful and systematic research, analysis, reporting, and program development services. Under the supervision of the Program Development Manager, the Performance Analyst assists with all technical activities of the Office of TPI, supporting the various programs of the combined organization of SRTA, GRTA, and the ATL Authority. These various programs include review and approval of the Atlanta Transportation Improvement Program (TIP) (on behalf of GRTA), the Xpress commuter transit service, the Georgia Express Lane network and Peach Pass tolling system, as well as other regional transportation operations, planning and financial activities.Responsibilities:Performs special research, technical writing, data analysis, data stewardship, and report development as part of the RAD Team with guidance from senior TPI staff and management.Supports TPI activities and organizational partnerships that help move the SRTA-GRTA-ATL organization to become more data-driven.Provides creative input to TPI projects in order to support the combined organization’s ability to achieve its customer-facing and mobility-oriented mission and strategic goals.Responds to data and information requests that may originate inside or outside of the SRTA-GRTA-ATL organization.Represents the organization’s interests in regional transportation planning forums and special studies.Assists with project management activities related to special programs and projects.Performs other duties as assigned by Management.Technical Competencies:Strong writing, research, and computer skills.Strong written, oral, and visual communication skills.Strong organizational and content management skills.Ability to think creatively and strategically in order to help the team conceptualize, plan, and make decisions while accounting for current and emerging trends, policies, and procedures.Ability to establish and maintain effective working relationships in a team environment.Proficiency with Microsoft Office tools including Word, PowerPoint, and Excel.Proficiency with creating and analyzing complex spreadsheets and databases.Experience with project and task management desirable.Knowledge of metropolitan transportation planning and operations, including travel demand modeling concepts and Clean Air Act implications is desirable.Familiarization with Agile/Scrum development framework desirable.Knowledge of data visualization software (Tableau), and data blending/analysis tools (Alteryx) desirable.Proficiency with ESRI GIS software, and travel demand modeling tools such as CUBE/Voyager desirable.Coding proficiency with VBA, Java, HTML, SQL, Python, and/or R scripting desirable.Minimum Qualifications:Bachelor’s degree from an accredited college or university required in a field relevant to civil engineering, city/regional planning, or public administration AND one (1) to three (3) years of practical hands on experience. Note: An equivalent combination of education and experience that provided the required competencies may also be considered. Prior work experience related to the transit, tolling, and/or transportation industry is a plus.Bachelor's degree in business or related field from an accredited college or university AND Two years of experience related to area of assignment.
