Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.QualificationsYou need a degree orexperience as described below to qualify for this position.In addition to the educational or experience requirements, we are looking for at least one year of specialized experience related to this position as described below:To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as leading geographic information system (GIS) application development, deployment and/or hosting projects utilizing shared enterprise infrastructure, services, tools, software and data. This should include similar experience with, but is not limited to EPA’s National Shared Geospatial resources. Also have experience diagnosing and resolving computer-related incidents; and performing customer support activities, including problem resolution, service quality/delivery and communications.Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1. Knowledge of the full range of geoprocessing tools, geo-enabled databases, services, remote sensing technologies and methods, and government and industry standards. 2. Skilled in Customer Service. 3. Skilled in creating, managing and execution of budgets. 4. Ability to plan for and respond quickly to Agency needs with regard to emergency response support for the Agency and its partners. 5. Skill in remote sensing, remote sensing platforms and associated data, and the integration of remotely sensed data and classified data sets into geoprocessing projects and applications.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). You will receive credit for all qualifying experience, including volunteer experience.If you have part-time work experience, read this: EPA Announcement Policies and Procedures.EducationYou need a degree or combination of education and experience as described below to qualify for this position.A bachelor’s degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks OR demonstrate IT-related experience demonstrating each of the 4 competencies below, the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training as appropriate.
