Civil Engineer Senior Project Manager with Municipal Experience

Horizons Engineering Inc is a growing Civil, Environmental and Land Surveying firm with offices in Littleton, New London and Conway New Hampshire; Pomfret and Newport Vermont and Kennebunk Maine.

Horizons has an immediate opening for a Senior Project Manager with municipal experience to support our growing Municipal Division. This position would provide support to the Vice President of Municipal Operations with the development of public infrastructure projects, including design and oversight of Engineering staff. In addition to the design work, this position would also be involved with the development of the contract documents, bidding and oversight of the resident project representative. Many of our projects are publicly funded so knowledge of contract administration requirements is a plus.

Essential Job Duties:

Manage a variable portfolio of civil engineering projects, primarily consisting of municipal/community water and wastewater design. You may also be asked to manage other types of projects related to your area of expertise such as commercial, residential and institutional site design and permitting

Proposal preparation

Coordination with clients and regulators

Budget management, coordination of invoicing and assisting with collections

Prepare reports and permit applications related to civil engineering projects

Provide senior review and certifications of designs, reports and documents prepared by staff working under your supervision

Design, manage and complete various civil engineering related projects including drinking water treatment, distribution, and storage, wastewater collection, road and drainage improvements

Complete construction administration duties on publicly funded water and wastewater construction projects

Market the company’s services, with a focus on our municipal civil engineering services to various potential clients in New England

Skills and Qualifications:

Bachelor of Science (Masters preferred) in civil engineering or related field;

10+ years of professional experience in the practice of civil engineering in northern New England or similar setting;

NH PE License is required, and VT and ME license are highly desirable;

Technical experience in water and wastewater infrastructure, stormwater, and site design and permitting in New Hampshire or similar regulatory environment;

Project management experience;

Strong organization and communication skills;

Strong technical skills
