The Principal SHE Program Manager manages a small team of safety professionals and is responsible for the strategic development, implementation, and continuous improvement of physical safety programs that protect people, our pipeline, and our right to operate by ensuring compliance with local, state, federal, and Roche Corporate SHE requirements. This is a hands-on position that requires extensive regulatory knowledge and experience in the practical application of safety-related regulatory programs to real-world situations. The Principal SHE Program Manager is a member of the site SHE & Security Leadership Team, and participates in setting long-term vision, goals, and strategies for the group. The successful candidate will lead the Safety team to implement measures that will proactively protect people, identify and reduce risk, and improve safety culture across the site. Key ResponsibilitiesLeadership:

Provides vision, leadership, innovation, organization, and action to create a world-class safety culture that proactively and systematically seeks to eliminate unsafe conditions and unsafe acts.

Develops the multi-year physical safety group strategy, objectives, and goals that align with the site’s mission to provide life-saving drug substance to our patients. Provides strategic guidance to site leadership and assists with the prioritization of business goals. Leads site-wide safety culture and improvement objectives.

Frequently interacts with members of the Vacaville Leadership Team (VLT) and extended VLT

to communicate performance against, and seek support for, achieving safety performance measures, and strategies for employees, contractors, and third-party service providers.

Responsible for leading, managing, and developing the Physical Safety team to develop a small team of experienced SHE program managers who are responsive to the business.

Works collaboratively with manufacturing, facilities and engineering, production services, warehouse, quality control, contractors, and service providers to ensure the successful implementation of safety programs in compliance with regulatory requirements and in alignment with business needs.

Exercises independent and sound judgement in methods, techniques, and evaluation criteria for obtaining results. Champions self-initiated projects and justifies goals to management.

Proficient in project management, meeting target deadlines, and managing schedule and budget.

Technical:

Serves as subject-matter expert and provides strategic direction and leadership for the implementation of physical safety programs at the Vacaville site including, but not limited to:

Injury / Illness Prevention (IIPP)

Electrical Safety

Control of Hazardous Energy (Lock Out Tag Out)

Confined Space Entry

Managed Fall Protection

Ladder & Scaffold Safety

Cranes & Hoists

Machine Guarding

Hot Work

Line Breaking

Site Inspection Programs

Safety Culture

Responsible for developing and implementing safety culture and regulatory compliance initiatives.

Responsible for conducting workplace assessments to proactively identify physical safety risks, identify hazard control strategies, and to ensure compliance with regulatory requirements.

Responsible for conducting incident investigations and leading root-cause analysis teams.

Requirements:Knowledge/Skills/Competencies:

Demonstrated working knowledge and understanding of federal (OSHA), state (Cal/OSHA), and local requirements for physical safety programs and a broad range of technical expertise to solve difficult and complex problems.

Experience leading and implementing safety culture and regulatory compliance initiatives.

Experience conducting workplace assessments to proactively identify physical safety risks, identify hazard control strategies, and to ensure compliance with regulatory requirements.

Experience conducting incident investigations and leading root-cause analysis teams.

Effective at reframing challenges into opportunities. Track record of being resilient and adaptable in navigating organizational resistance and influencing others to adopt new behaviors and approaches. Champion for EHS.

Skilled at balancing risk with speed and value, focuses attention where it’s needed to resolve issues or drive improvement, right-size programs and processes to maintain compliance and improve efficiency and value to the business.

Strategic and forward-thinker, who can identify future needs of the organization, and consider the best solution/outcome for EHS, the client and Genentech. Listens deeply to key stakeholders, and considers their needs along with regulatory requirements and best practices to make informed decisions. Ability to realize EHS strategies through partnering with other EHS staff, Site Services partners, and the business. Ability to deliver high value through strategic consulting

Strong communication skills. Develops clear and concise messages from complex data. Effective presenting to senior leadership and their teams, and can quickly gain trust. Can translate data into actionable insights and communicates in a way that resonates—inspiring people to care.

Excellent teamwork and collaboration skills and is able to facilitate the work of cross-functional and interdepartmental teams. Effectively leads and motivates cross-functional teams in a fast-paced and diverse environment using positive interpersonal skills and a collaborative approach. This may include leading agile teams focused on creating value for the business.

Ability to significantly influence the overall objectives and long-range goals of the organization.

Ability to work with limited direction & guidance, and make independent decisions where necessary.

Ability to utilize approaches that require innovation and change.

Proficient with Microsoft Office and Google Suite tools.

Who You Are:Education:

You hold a Bachelor’s Degree with a major in physical science, life science, engineering, health & safety or other relevant field.

Experience (minimum):

Minimum of 12 years or more of relevant work experience in Safety, Health, and Environment (SHE) and/or EHS program management.

Experience driving and leading change to improve safety culture.

Certification in one or more of the following areas is strongly preferred: Certified Safety Professional and/or Registered Professional Engineer.

Prior experience in the Biotechnology and Pharmaceutical industries is preferred.

Experience in high-hazard environments (petroleum, chemical, small molecule, etc) and strong mechanical aptitude are also desired.
