For additional information about the duties of this position, please contact Justin Seastrand at (626) 574-5278 or justin.seastrand@usda.gov.ResponsibilitiesMaintain external relationships by keeping informed on all phases of permit activities to explain management practices and policies and receive feedback from organizational groups, community leaders and individuals.Review complaints made by permittees for follow-up with supervisor.Explain requirements of permits to gain compliance and coordinate permit clause stipulations with Federal, State and local laws, rules, ordinances and regulations.Prepare permits in final form for supervisor's review to ensure recommendations and findings are compatible and not in conflict or will adversely affect other natural resources.Maintain casefiles and other official records in a complete, accurate and thorough manner.Document permittee casefiles with current information for purposes of follow-up actions, compliance checks and for matters of administrative review.Assist in the preparation of written environmental analysis reports (categorical exclusions, environmental analysis or environmental impact statements) for a variety of recreation and land and/or mineral proposals.Perform permit administration for activities within undeveloped and developed recreation areas of a unit.Review permit applications to determine potential impact on land and other visitors and work with applicant to identify alternative locations, dates or activities and other ways to mitigate impacts.Assist with performing compliance checks and inspections on existing permits under authorization for minerals and special use programs.Research legal documents such as bonding instruments, land plots and titles to determine ownership, rights and claims to apply to the processing and development of mineral authorizations.RequirementsConditions of EmploymentQualificationsIn order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement:GS-0462Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6), OR one full year (18 semester/27 quarter hours) of successfully completed graduate level coursework that is directly related to the work of the position (such as forestry, range management, agriculture; recreation management); OR combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. For the GS-7: You must have one year specialized experience equivalent to the GS-6 in the Federal service. Specialized experience is defined as of the following: Examples include: Provided information for compliance reviews for special use permits; assisted in the preparation of routine permit applications; and/or monitored permittee compliance with special use permits. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
