GENERAL DESCRIPTION:

The Wyoming Attorney General's Office seeks an attorney to represent the Wyoming Oil and Gas Conservation Commission and the Wyoming Oil and Gas Supervisor. This attorney advises the Commission and the Supervisor on all aspects of Wyoming oil and gas law, on contractual agreements, on public records and meetings, on agency rule-making, and represents the agency in contested case hearings. This attorney represents the Commission on appeals to the district courts and Wyoming Supreme Court, and federal trial and appellate courts. This position also provides advice to the Governor and Governor's staff on oil and gas issues.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • The ability to analyze complicated legal and factual issues and present issues clearly in either written or oral form. This position blends strategic counseling, regulatory and legislative analysis, and litigation. The applicant should feel comfortable speaking before courts and administrative agencies, writing letters and briefs, and advocating Wyoming's interests to federal and state officials and to the general public.
  • The ability to assist the Supervisor and Commission staff with regulatory violations, including preparing and presenting enforcement matters to the Oil and Gas Conservation Commission.
  • The ability to work independently with agency staff and collaboratively with other members of the Wyoming government.

KNOWLEDGE:

  • Wyoming's oil and gas resources are extremely important for the State and its future, and this position plays a key role in managing and protecting them. Knowledge of oil and gas law is desirable. If you are not familiar with but have an interest in oil and gas law, we still want you to apply. We will ensure that you have the knowledge you need to succeed.
  • Additional knowledge you will be expected to possess or to gain includes:
  • An understanding of and experience with Wyoming oil and gas regulations.

- Experience in administrative law; preparing, reviewing, and implementing administrative orders. - Experience in state and federal regulation of the oil and gas industry.

  • Experience in working with agency staff in the day-to-day administration of the agency.
MINIMUM QUALIFICATIONS:

Education:

Juris Doctorate

  • Salary is commensurate with relevant legal experience
  • Successful applicants are required to pass a criminal background investigation
