Summary The Office of Inspector Generalserves as an independent and objective unit within the Department of Laborand is responsible for auditing and investigating DOL programs and operations.The Office of Audit is responsible for conducting and supervising audits relating to the Department of Labor’s programs and operations; recommending policies for activities designed to promote economy, efficiency, and effectiveness in the administration of the Department’s programs and operations. Responsibilities 1. Represents OA in organizational development and change-management activities occurring within and outside the OIG and the Council of the Inspectors General on Integrity and Efficiency (CIGIE) community. Develops and monitors the implementation of major phases of organization-wide program management plans designed to ensure the most effective utilization of the organization’s resources; provides direction and accountability on organizational development initiatives; and measures the effectiveness of OA of such initiatives. 2. On behalf of the AIGA or Deputy Assistant Inspector Generals for Audit, initiates discussions with the Office of Management and Policy and/or the Office of Legal Services to clarify issues and recommendations and resolve discrepancies/conflicts with existing policies and programs. Briefs the AIGA/DAIGA/OA as to the recommended course(s)-of-action to counter decisions and/or outcomes that adversely impact organizational productivity and/or performance. 3.Plans and independently conducts various confidential and highly sensitive assignments/studies of special interest to the AIGA/DAIGA/OA. Issues addressed are complex, sensitive and controversial and require cross-cutting coordination, special information gathering techniques and organizational analysis. 4. In consultation with the OAO Director, represents the AIGA/DAIGA/OA in the planning and coordinating of long and short-range efforts towards achieving organizational and administrative goals, objectives and initiatives that may impact organizational effectiveness. 5. Assists in developing organizational goals and objectives related to workforce management; developing, implementing, and monitoring operational plans; designing and conducting management analyses and program assessment; providing management support services and other resources needed to implement program changes; and advising program management staff. Requirements Conditions of Employment Appointment to this position may require a background investigation. Subject to financial disclosure requirements. Must be at least 16 years old and a U.S. Citizen. Requires probationary period if requirement has not been met. Candidate required to obtain the necessary security/investigation level. Qualifications Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. Specialized experience includes, but is not limited to planning, initiating, and conducting studies such as a human capital plan of an organization to include succession planning; developing and monitoring the implementation of an organizations program plan to ensure effective use of an organizations resources; Develops and monitors the implementation of major phases of organization-wide program management plans designed to ensure the most effective utilization of the organization’s resources; provides direction and accountability on organizational development initiatives; and measures the effectiveness of organization initiatives. Experience in conducting and/or reviewing audit reports that must meet Generally Accepted Government Auditing Standards. - Permanent Change of Station funds (PCS) will notbe offered. - Relocation Incentive will not be offered. - This position is outside the bargaining unit. - This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.
