Title: Solutions Architect Location: Boston, MA (Hybrid Roll) Duration: 12 + Months Contract, Highly Extendable About us: The Massachusetts Executive Office of Labor and Workforce Development (EOLWD) manages the Commonwealth's workforce development and labor departments to ensure that workers, employers, and the unemployed have the tools and training needed to succeed in the Massachusetts economy. Responsible for issues related to workforce development, labor relations, worker safety, jobless benefits, and paid family and medical leave the Agency plays a vital role in the economic health and growth of the Commonwealth. About the project: The Employment Modernization Transformation (EMT) program goal is to improve customer experience with respect to unemployment application, collection, and overall processing. Massachusetts aims to become a national leader in the unemployment through superior customer experience, accurate benefits delivery, and overall effectiveness. This highly visible, large-scale investment will provide accessible and equitable services for all. It will also enable high-quality, efficient, and accurate service delivery through new technology and innovative program design. About the role: The EMT Solutions Architect will be a senior member of the project team, working vendors and stakeholders to implement a state-of-the-art, user-centric, web-based delivery of services to the workforce and employers of Massachusetts. In this role, the EMT Solutions Architect will be responsible for evaluating business needs and determining how to develop the technical solution to meet them. This role will interface with core team members and stakeholders to ensure technology is properly leveraged. This role has been classified as a hybrid work position. Employee is expected to work on-site in our Boston area office part of the week. What you'll do:

  • Support EOLWD's innovative efforts through the multi-phased (multi-year) implementation
  • Collaborate with the technical team (engineers, product owner, vendor technical leads etc.) to define and create a technical roadmap that prioritizes user-centered services
  • Design and build prototype software that will help the various teams to test assumptions and envision the solution
  • Work alongside developers to execute this technical vision of the program to deliver a high-quality solution for all constituents of the Commonwealth
  • Research, understand and communicate the needs of the end users and population segments we serve
  • Collaborate with the Commonwealth's executive technology leadership from EOLWD and the Executive Office of Technology Services and Security (EOTSS) to align the technical direction with the Commonwealth's standards
What we're looking for:
  • A senior engineering leader who leads with a vision, provides guidance on complicated engineering concepts, and mentors team members to grow a strong team
  • Prior experience with large-scale web applications in a cloud-based, SaaS, COTS, multi-product integration
  • Experience with modern tools and programming languages; familiarity with most, and willingness to be proactive and learn
  • Ability to help build expertise internally on the solutions delivered by our vendors
  • Broad technical knowledge in topics such as data security, database architecture, multi-tier product integrations, advanced interface integration techniques
  • Ability to translate complex, technical topics to non-technical audiences
Preferred candidates will have:
  • Implemented security controls
  • A high problem-solving aptitude
  • Experience with various service providers in SaaS and IaaS
  • Strong scripting, object-oriented design, or coding skills
