This position interfaces with all departments throughout the refinery including Operations, Project Engineering, Health & Safety, etc. This position resides within the Technical Services Department.Responsibilities May Include

Participating in and leading strategic project development initiatives for business improvement by performing process and economic studies.

Evaluating project alternatives for cost, business benefits, including return on investment, environmental and health and safety impacts.

Identifying and developing process improvement ideas and working to ensure ideas are incorporated into expense and capital plans.

Working closely with Operations Engineers, Supervisors and Superintendents on process related issues.

Troubleshooting process operations to explain and correct process quality problems.

Preparing process design reports for assigned projects, including the following:

o Detailed process specifications such as flowrates, temperatures, pressures, fluid properties and duties for new or revised equipment.o Red-lined Process Safety Information (PSI) such as (Heat and Material balances, Process Flow Diagrams (PFDs), etc.).

Impacts to Health and Safety, Environment, Relief System Design, etc.

Preparing, maintaining and checking process safety information.

Participating in Process Safety Management (PSM) activities such as MOC and PHA.

Participating in Phillips 66 Network activities.

Mentoring and providing technical coaching to summer interns, new hires, and less experienced engineers and operators.

Position Requirements Basic/Required:

Legally authorized to work in the job posting country

Bachelor’s degree in Chemical Engineering

3 or more years of refining and/or related industry experience

1 or more years of experience with process simulation software (e.g. HYSYS, Pro II, AspenPlus)

Currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card. Note, information regarding TWIC qualification standards may be found at www.tsa.gov/whatwedo/layers/twic/index.shtm

Preferred:

3 or more years of experience with process equipment design including towers, heat exchangers, control valves, pressure relief valves, pumps, piping, etc.

3 or more years of experience with overpressure design methods for various equipment

Possess good computer skills utilizing Microsoft (Word, Excel, Outlook, etc.)

Demonstrated ability to complete complex assignments per schedule and within budgetary parameters

Strong verbal and written communication skills, with ability to interact and work in a team environment

Demonstrated knowledge of industrial safe work practices and standards

Proven ability to lead teams and mentor less experienced engineers

The San Francisco Refinery consists of two facilities linked by a 200-mile pipeline. The Santa Maria facility is located in Arroyo Grande, California, 200 miles south of San Francisco, California, while the Rodeo facility is in the San Francisco Bay Area. Semi-refined liquid products from the Santa Maria facility are shipped by pipeline to the Rodeo facility for upgrading into finished petroleum products. Facilities include crude distillation, naphtha reforming, hydrocracking, hydrodesulfurization and delayed coking units, as well as a calciner. The San Francisco Refinery processes a mixture of heavy, high sulfur and light sweet crude oil. It receives California crude oil by pipeline, and both domestic and foreign crude oil by tanker. The refinery produces a high percentage of transportation fuels. It also produces CARB-grade gasoline. Other products include petroleum coke. The majority of the refined products are distributed to California by pipeline and barge.
