ICF seeks a Senior Business Analyst to thrive on a scrum-based agile software development team. In this role you will master in-depth knowledge of the product to help understand and document user needs in the form of implementable and testable user stories to align with Engineering, establish effective timelines, and ensure key milestones are met to support agreed-to target delivery dates.You will be part of a highly talented, dynamic development team that will be using a set of modern technologies (AngularJS, Node.js, RoR, MongoDB, ElasticSearch, etc.), human-centered design, and DevOps approaches. Our ideal candidate has solid technical abilities to synthesize complex requirements for a development team and strong communication skills to ensure clear requirements on projects are obtained and approved. Strength in gathering functional requirements and working with backend/technical teams are required to effectively lead the successful development and delivery of the product. to support the automation and deployment needs of highly scalable healthcare systems that directly support the Centers for Medicare and Medicaid Services (CMS)Key Responsibilities:Conduct user research, draft user stories, and meet with users to validate and enhance them

Create wireframes for the user stories and review them with users and gather feedback

Collaborate with Visual/UI designer during the usability testing sessions and add/update stories based on user response

Understand feature requirements and group user stories under them

Work with the Product Owner, Scrum Master, customers, and developers to write user stories that are independent, negotiable, valuable, estimable, small and testable

Responsible for ensuring user stories to include validation criteria that reasonably covers all areas necessary for complete testing of the new functionality

Act as an interface and customer advocate to ensure customer, stakeholder and user needs are being addressed

Collaborate with and support developers during their design and development efforts to provide support for their analysis of the story

Provide additional support and guidance to clients during the implementation phase including the development of training resources

Participate as a member of the Development team

Validate that product deliveries meet customer requirements and drive product demos

Represent the customer and users during backlog grooming sessions and internal demos

Improve and expand knowledge and skill sets with regard to current trends and changes in the software development industry and be up to date with the latest design trends

Proactively contribute to the quality of the product by seeking and proposing new or alternative approaches to address the requirements

Participate in Sprint Planning, Sprint Reviews, Scrum Meetings, and other agile activities

Basic Qualifications:Associates Degree with 7+ years of relevant experience or BS with 5+ years of relevant experience or an MS in Computer Science and 3+ years of technical experience

Experience as a Business Analyst or similar role on an Agile software development team

Expertise with JIRA, Confluence, and the rest of the Atlassian suite

Expertise in creating wireframes using Balsamiq

Experience in Human Centered Design approach for developing digital services

Must live in the United States and be able to obtain a Public Trust Clearance.

Preferred Qualifications:Demonstrated experience working on Agile development projects

Experience working in the healthcare industry

Federal Government contracting work experience

Demonstrated time management skills.

Strong organizational skills with attention to detail.
