Your Specific Responsibilities:

Supervisory employees are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors. The incumbent of this position administers highly technical reemployment assistance program functions. This is a highly responsible position requiring extensive knowledge of the Reemployment Assistance (RA) Law and department procedures relating to the RA program. The person in this position is responsible for providing instructions and taking necessary actions. The performance of these functions and their coordination is centralized for consistency and efficiency of operations. This is complex professional work requiring not only extensive knowledge of the Reemployment Assistance Law, regulations, policies and procedures but also the ability to plan, organize and coordinate work assignments, and work cooperatively with others.

Supervises the Wage Audit, Banking and Special Payments Units. Supervises and assists subordinates with the resolution of the more difficult or unusual programmatic technical problems. Coordinates unit responses to a large volume of inquiries relating to the reemployment assistance program (as it relates to the establishment of overpayments through the Wage Credit Post Audit; the collection of overpayment benefits, entry of restitution payments, payment issues and the investigations of payments. These professionals are responsible for conducting fact-finding, interviewing claimants, interviewing employers by phone, making determinations, explaining the reemployment assistance law and arranging for repayment of overpayments to the RA Trust Fund. They also prepare department documentation presented to the State Attorney and Small Claims Court for prosecution of reemployment overpayments.

Randomly reviews and evaluates subunit work to determine if all work is in compliance with established standards. Responds to inquiries from customers specific to assigned work processes. Responsible for authorization of leave and attendance records. Prepares, writes, and utilizes new hire packages, position descriptions, performance appraisals, and procedural changes due to changes in the work of the unit, the Reemployment Assistance Law, and/or Code of Regulations.

Manages and coordinates unit activities relating to specialized work assignments and other related work as required including their preparation of reports, project analysis and correspondence. Prioritizes work and delegates responsibility of assignments to insure accuracy, efficiency, and completion of work by deadlines.

Works with representatives from the bureau of Claims, Tax, and RA Appeals, as needed to resolve issues relating to the reemployment assistance program. Identifies and analyzes problem areas and recommends any changes needed to improve and streamline existing procedures. Provides process improvement leadership.

Attends, conducts, organizes and participates in workshops, studies, conferences, staff meetings, and reviews pertaining to the quantity of work performed in specialized program areas.

Required Knowledge, Skills, and Abilities:

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

Minimum:

Duties and responsibilities of this position must be performed at the official work site of the Department.

Ability to travel.

Preferred:

At least one year of experience in Reemployment Assistance and/or Workforce Services.

At least one year of experience working in a supervisory or leadership role that involves mentorship, coaching, and training team members.

Experience in financial statements and accounting.
