If you are interested in this role and a fit, please email your resume to About the Role:This project will include multiple phases to address the needs of Nevada. Broadly, this project is intended to be comprised of two essential components for a National Suicide Prevention Lifeline Network (988 crisis call centers and crises hub care hub):

  • Establishment of a centralized crisis and access command center. This Call Center shall provide crisis line services and leverage omni-channel communication methods to support persons in crisis and facilitate coordinated access of care to all essential services. These services include but are not limited to the following: suicide prevention, behavioral health support and services, substance use disorder treatment, specialty care for co-occurring intellectual and developmental disabilities, rehabilitation services, and other crisis services as required and appropriate.
  • Procurement of an emergency communication software solution that assists the Call Center with a customized, integrated, and scalable system that addresses the unique challenges of administering mental health and suicide prevention support. The solution should efficiently manage business processes and workflows that are pertinent to administering Nevada s Crisis Care Response System as outlined in the scope of work.
  • Scope of Work / Tasks:
  • Leads the project management team to build project scopes, goals, and deliverables for the implementation phases of software development with partners for projects and efforts to support the 988 project and associated projects to expedite implementations. Project management duties include the following projects, but are not limited to:

  • 2. For this 988 Project, tasks will include, but are not limited to:
  • Drive planning, estimating, and facilitating the coordination for designing, configuring, testing, training, analysis, and project implementation with Vendors staff, Client Project Management Office Project Managers, and all stakeholders.
  • Manage scope, schedule and budget objectives.
  • Identify, assess, and mitigate all project issues and risks.
  • Facilitate meetings and confirm appropriate documentation is developed and stored in project repository.
  • Manage change management and deliverable management processes or assign them to project team staff and validate appropriate processes and approvals are being captured.
  • Lead the project team in successfully completing user acceptance, regression, unit, and end-to-end testing with internal and external stakeholders.
  • Plan and schedule project timelines and milestones using appropriate tools.
  • Develop, according to Client PMO guidelines and circulate weekly, status reports to internal and external stakeholders.
  • Other tasks will include, but not limited to:
  • Maintain all Project Management documentation related to work activities.
  • Ability to think clearly and respond quickly during critical situations.
  • Excellent verbal and written communication.
  • Solid ability to write reports, business/functional documentation, contractual vehicles, and technical requirements.
  • Solid ability to develop presentations for executive level leadership.
  • Experience & Skills Required
  • Candidate shall have a minimum of a 4-year bachelor s degree, strong and comprehensive working knowledge of PMBOK best practices, and a minimum of 10 (ten) years hands-on experience with building project scope, goals, deliverables, and the implementation phases of software development (SDLC).
  • Candidate shall have current Project Management Professional (PMP) certification
  • Candidate shall have a minimum of 5 (five) years experience at the State and Federal Government
  • Candidate shall have experience managing complex, distributed projects using a well-established project management methodology, such as PMBOK, Agile software development, waterfall and hybrid scheduling, scrum, or similar methodologies.
  • Candidate shall have expert knowledge of Microsoft Applications (Word, Excel, etc.), a minimum of 4 years using Microsoft Project, be able to develop project schedules with all dependencies and resource allocations using Division of Public and Behavioral Health (DPBH) Project Management Office (PMO) standardized templates, and have moderate experience with Microsoft Visio.
  • Candidate shall have project management experience in the areas of SaaS, IaaS, and PaaS.
  • Under limited direction of Office of Information Technology (OIT) Management, candidate shall direct and manage project development from beginning to end. Candidate shall develop Requests for Proposals (RFPs) and associated Scope of Work, full-scale project management documents in accordance with the DPBH PMO standardized templates.
  • Candidate shall assume responsibility of additional projects which may be small, medium or large in scope.
  • Candidate shall estimate resources and participants needed to achieve project goals, perform root-cause analysis on gaps, identify waste, and work with project management team to drive sustainable corrective action
  • Candidate shall identify and resolve issues and conflicts within project team and notify OIT Management, internal, and external stakeholders of project dependencies and critical path concerns.
  • Candidate shall manage project team members, such as Business Analysts, Project Managers 1 or 2, and Solution Architects, and assign tasks in order to meet project schedules.
  • Candidate shall conduct project tasks include planning and scheduling project timelines and milestones using appropriate tools, and developing and delivering progress reports, proposals, requirements documentation, and presentations.
  • Candidate shall follow DPBH PMO Change Management and Deliverable Management processes.
  • Candidate shall have strong working experience in vendor management, overseeing complex projects with numerous, distributed stakeholders from multiple organizations.
  • Experience & Skills Desired
  • Candidate shall have Call Center and Customer Relationship Management (CRM) implementation experience.
  • Candidate shall have working experience with systems following Health Insurance Portability and Accountability Act (HIPAA) guidelines.
  • Candidate shall have experience with systems and associated interfaces, security and networking protocols, including but not limited to, Salesforce platform, open source applications, APIs, Azure, Amazon Web Service (AWS), Multi-factor Authentication (MFA), 0365, etc.
