The Office of Legislative Legal Services (OLLS) is currently recruiting to fill two full-time Publications Editor positions. An OLLS Publications Editor performs a variety of functions, both independently and in a team environment. The OLLS serves as nonpartisan legal counsel for and provides legal and bill drafting services to the Colorado General Assembly, assisting all legislators elected to the General Assembly, without regard to party affiliation or political views. In addition, the OLLS publishes legislation passed by the General Assembly.

The OLLS does not make or influence policy decisions, OLLS employees do not attempt to influence members of the General Assembly, other state employees, or members of the public regarding state policy matters or pending legislation. Given the nonpartisan nature of OLLS, all employees are prohibited from engaging in certain political activities. Employees are also expected to maintain high ethical and confidentiality standards consistent with OLLS policies.

Primary Job Functions and Responsibilities of Publications Editors include, but are not limited to:

Preparing the Colorado Revised Statutes, Session Laws of Colorado, Red Book, Digest of Bills, and associated documents for publication;

Reviewing and editing the work of others as it relates to the various publications of the OLLS;

Proofreading aloud with another staff member various OLLS work product;

Working under tight deadlines;

Following legislation through the legislative process and assisting in the movement of bills and resolutions as required;

Working with the House and Senate enrolling rooms to ensure amendments are incorporated into bills and resolutions accurately;

Coordinating and communicating with the House of Representatives, the Senate, and the Governor's Office regarding the transmittal of bills and resolutions throughout the legislative process.

Additional job responsibilities include:

Reviewing, editing, proofreading, and otherwise generally preparing draft annotations that summarize current case law for publication in the Colorado Revised Statutes;

Providing service to anyone seeking assistance with the Colorado Revised Statutes;

Conducting statutory history research; and

Completing special projects and other assigned tasks.

A legal background is not required for job consideration, but applicants must hold, at minimum, a Bachelor's degree from an accredited college or university. While training is provided for most aspects of the job, the ideal candidate will:

Possess demonstrable editing, writing, and communication skills;

Thrive in a very detail-oriented environment;

Practice excellent time management while prioritizing multiple tasks and working efficiently within strict time constraints and deadlines;

Be able to work in close proximity to and interact frequently with teammates; and

Be able to work a flexible schedule that may include unannounced after normal hours' work.

The OLLS offers a total compensation package that includes a starting salary ranging from $51,750 - $58,000/year, commensurate with demonstrated qualifications and experience, plus a comprehensive benefits package that includes health, dental, and vision insurance benefits; life insurance and short-term disability insurance; employer contributions to retirement; paid leave benefits, including annual vacation leave, sick leave, holidays, and compensatory time; a monthly transit allowance; seasonal flexible work schedules; and optional FSA and HSA accounts. OLLS Publications Editors may also qualify for a public service loan forgiveness if they meet certain requirements while employed full-time in public service.

The OLLS offers a flexible work environment that is designed to meet the needs of the legislature and allow staff to work remotely throughout the year. During the four-month legislative session (January to May), this position may frequently require in-person work at the State Capitol. During the eight-month legislative interim (May through December), the OLLS offers a hybrid work environment where employees may choose to work remotely or come into the office, although in-person attendance may be required on occasion.
