OVERVIEW Judicial Council is transforming the way attorneys, justice partners, and the public conducts business with the California courts, the largest court system in the nation serving over 39 million residents. The Information Technology Office is responsible for introducing new technologies and electronic services to achieve the goal of a digital court. The Office is directly responsible for the development, acquisition, implementation and support of automated systems in the appellate courts, trial courts and the Judicial Council. The Digital Services Manager is responsible for providing oversight as the Program Manager for all Digital Court Services included but not limited to:Virtual Customer Service Center:
  • Judicial Branch online chat services including automated and person to person chat services
Digitizing Records:
  • This program provides support to the courts and Judicial Council in their projects to digitize court records and other documents. The goals are to make records available for online access, preserve documents, and reduce costs for physical storage.
CA Court Translator:
  • Branch wide Translation solution for courts needing language access services.
Web Services and SRL E-Services:
  • This unit is responsible for the Judicial Council’s web site design, architecture, planning and strategy as well as the day-to-day updates to those websites. This unit is also responsible for executing on new digital projects.
Intelligent Forms:
  • The goal of this initiative is to provide more “intelligence” to the Judicial Council forms to make it easier for users to complete the forms as well as to have a more data driven focus on these forms.

In Sacramento, the office is located minutes from downtown, just north of Discovery Park.The successful candidate will be expected to work in the San Francisco or Sacramento office. However, hybrid schedules may be available from a California residence.

SUPERVISING DUTIES
  • Recommends selection of staff
  • Trains staff and proposes internal and external training courses and workshops
  • Provides for career development and planning for staff
  • Approves time off requests
  • Reviews and approves time sheets
  • Evaluates employee performance and conducts performance reviews
  • Administers discipline as required.

RESPONSIBILITIES
  • Provides:
  • Program Management Strategy and Direction to the Digital Court Services Team
  • Management direction to the Web Services and SRL Services teams
  • Management direction to the Virtual Customer Service Center (VCSC) and CA Court Translator teams
  • Management direction to the Digitizing Records team
  • Responsible for the oversight of assigned program budgets, development of Request for Proposals, and development of Budget Change Proposals
  • Make presentations to the various committees such as the Technology Committee, the Trial Court Budget Advisory Committee, etc.

MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCEBachelor’s degree, and five (5) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience. An additional four years of professional experience in the assigned function may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. OR Master’s degree in a directly related field for the assigned discipline, and two (2) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least two (2) years of supervisory experience. OR Two years in a supervisor classification with the Judicial Council of California, or two years of experience performing the duties of a class comparable in the level of responsibility to that of a supervisor classification in a California Superior Court or California state-level government entity, or two years as a Legislative Advocate, Labor & Employee Relations Officer, or Senior Project Manager with the Judicial Council of California and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.

Desirable Qualifications
  • Knowledge of project management and program management principles and practices
  • Basic knowledge of data center technical infrastructure and operational policies and procedures
  • Knowledge and understanding of IT outsourcing contract engagement and vendor management strategies
  • Ability to understand technical solutions and translate those into business terminology and business needs
  • Ability to develop and administer program budgets
  • Experience managing a digital services program
