GENERAL DESCRIPTION:

Under general supervision, provides direct customer service to veterans and individuals. Interviews assess and evaluate veterans and individuals, including transitioning military personnel, to ascertain qualifications and the need for employment and training services. Refers customers to employment and other state and community resources.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Facilitates and provides intensive services to Veterans with special employment and training needs, including assessments, career guidance, coordinating support services, and targeted job development.
  • Conducts Veterans' job matches on local job orders and FCJL listings for job referral purposes and fosters cooperation for job listings from area Federal Contractors.
  • Develops and maintains resource information and an effective network with local and state VSOs to provide Veterans and family members contact and provider information for Veterans' services in Wyoming.
  • Administers case management and crisis intervention services, including intake, client screening, applicable scheduling assessments, career planning, follow-up, and reporting.
  • Provides services to veterans and individuals by coordinating and executing a broad range of individual services in accordance with Federal and State program guidelines, policies, and regulations.
  • Interviews assess and evaluate veterans and individuals to meet employment, training, and vocational needs, including program eligibility.
  • Develops and maintains paper and electronic case files to record services, expenditures, and performance in accordance with standard record keeping, case noting, and program requirements.
  • Manages participant caseload and accurately documents performance and services to participants by entering all relevant and required services and notes into the management information system and other systems, as needed.
  • Administers tests; assists, directs, and counsels job applicants; monitors progress in training and enters data into the computer system.
  • As appropriate, creating, maintaining, and updating customers' Individual Employment Plan (IEP) for veterans and (IRP) for Adults in the POWER program, and developing methods to facilitate participant employment development based upon the participant's marketable skills.
  • Refers applicants to employment or other community resources.
  • Assess and evaluate client skills, education, and training.
  • Assists in directing and counseling veterans and job applicants.
  • Interviews assess and evaluate customers to meet employment, training, vocational, and support needs.
  • Works with Program Staff to ensure compliance with the Department of Labor case management standards.
  • Refers applicants to employers and follows up on the hiring process.
  • Provides guidance to participants regarding work history, education, interests, abilities, and other relevant variables affecting participants' employability.
  • Facilitates participant's interest in work-based learning opportunities, which may include, but may not be limited to, work experiences, pre-apprenticeships, apprenticeships, and on-the-job training opportunities.

Qualifications

PREFERENCES/AGENCY PREFERENCE: Preference will be given to veterans. Must have a valid driver's license.KNOWLEDGE:

  • Knowledge of case management practices to determine needs, create reasonable plans, and follow clients through successful program completion.
  • Knowledge of state and federal statutes relative to employment, Agency programs, and Veteran's services.
  • Knowledge of department policies, customer service standards, and intra-agency and inter-agency protocols.
  • Knowledge of labor market information for Wyoming and the skill to obtain current employment and job resource information using a variety of multimedia resources, particularly Internet services.
  • Knowledge of administering and interpreting interest, skills, and proficiency tools and assessing employment issues and limitations.
  • Skills in public speaking, oral, written, and electronic communication, and record-keeping.
  • Skills to establish appropriate rapport with partner services, and respect established protocol with government agencies and their staff.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Business)

Experience:

0-1 year of progressive work experience (typically in Business or Human Services)

OR

Education & Experience Substitution:

3-4 years of progressive work experience (typically in Business or Human Services)

PHYSICAL WORKING CONDITIONS:

  • This position may require some travel throughout the surrounding communities.
