We are looking for Sr Program Manager (Min 16 years of Exp) (Webcam interviews ONLY) (Local Candidates ONLY) POSITION DESCRIPTION DIRECT CLIENT Position Number of positions: 1 Length: 14 Months + Location: Washington, DC 20001 Immediate interviews Webcam interviews ONLY Please note that this position is HYBRID, 1 to 2 days onsite and rest REMOTE per week. Most of the candidates are working remotely. Some managers are requesting candidates to meet once a week or once every two weeks depending on the need. The mandate of this function will be the implementation of information technology projects identified. The Project Manager will provide technical project management of multiple telecommunications and networking projects. Plans, organizes, analyzes, evaluates, and controls projects assigned to incumbent through application of project management principles, practices, and techniques.

  • -Develops plans and schedules, estimates resources requirements, defines milestones and deliverables, monitors activities, and evaluates and reports on accomplishments.
  • -Identifies alternative solutions to unique business problems in assigned projects, integrates the work of others as a team or project; and predicts future environments or the impact on future processing
  • -Leads presentations, develops financial reports, gains approval of proposals for new initiatives, and provides effective project management assistance.
  • -Keeps abreast of current practices and trends in information technology and management.
  • -Provides direction to and between the Office of the Chief Technology Officer and agency leaders in the area of reform projects.
  • -Works with agencies to create an overall vision of information resources as a utility to a more efficient and more effective government.
  • -Guides agency technology solutions to business problems.
  • -Assists agencies with technology management improvement.
  • -Assists agencies in the identification of opportunities for revenue generation, IT resource consolidation, IT efficiencies, and leveraging existing technology and resources.
  • -Assists agencies in their efforts to conduct information planning, develop information technology strategies, design information technology solutions that align with strategic IT direction and standards, and develop information technology procurements.
  • -Ensures the implementations of assigned projects by the Office are on time and within budget.
  • -Performs the oversight function of assigned IT-related management reform plans to ensure that they are in alignment with program goals and priorities, IT direction, and IT standards; are cost beneficial; identify performance measurements for success and a method for monitoring performance improvements expected as a result of plan or project implementation; are adequately planned and contain appropriate levels of resources; and maximize external funding sources for implementation and operation.
  • Manages the financial performance of assigned reform project within Office budget guidelines.
  • -Manages day-to-day activities of consultants and contractors employed on the projects. Complies with procurement laws, standards, regulations and procedures in order to provide management review and oversight for projects.
Duties specific to the business area functions are as follows:
  • -BPR: Assists in developing guidelines and standards in the field of BPR computer technology by impaneling and assisting the Director, BPR as member of an advisory committee or representative from major agencies. Reviews proposals of the technical systems and technology, therefore, having a profound impact on these matters throughout the Office of the Chief Technology Officer. Serves as an expert consultant to the agencies. Assists agencies to assess human resource and personnel impacts of reengineered projects. Provides change management assistance to agencies for activities related to BPR projects.
  • -E-Government: Assists management of and provides system support for E-Government projects.
  • -Data Center Operations: Assists management of all aspects of consolidating District data centers into the SHARE Data Center to optimize security, efficiency and service delivery.

- JOB DESCRIPTION Responsibilities:
  • Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter- related project tasks.
  • Manages teams of contract Support Personnel at multiple locations.
  • Maintains and manages the client interface at the senior levels of the client organization.
  • Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs.
  • Minimum Education/Certification Requirements: Bachelor's degree in Information Technology or related field or equivalent experience Candidates must have ALL the "Required" skills in order to be considered for the position.
