POSITION DESCRIPTION SUMMARYKKCS seeks a highly competent and experienced Program Manager with extensive experience in operations, performance, organizational change, change management, data analysis and employee motivation for a full-time Program Manager opportunity in Washington, D.C. Communication, planning and project management skills must be of a very high standard with high levels of emotional intelligence and business acumen. The Program Manager shall report directly to the Task Manager but will manage the other consultant staff assigned to the preventative maintenance program.ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

Drafts a concise program charter.

Coordinates and tracks all activities and actions related to this program.

Builds a stakeholder community and engages on a regular basis all maintenance department stakeholders and management teams to ensure effective change management approach.

Provides an updated program schedule to Task Manager during weekly meetings and prepares, distributes, and tracks all program actions in one place.

Designs a review methodology and process including risk assessment matrix to support

decision-making.

Gathers baseline data through database mining, review of policies and procedures, interviews, workshops and any other necessary media.

Coordinates and tracks program activities with all maintenance department management teams.

Conducts cost benefit analyses at the department level.

Reports program status and progress (including budget, schedule, risks, and risk mitigation actions) to maintenance department management teams, Assistant General Managers, COO and Executive Management Team monthly.

Facilitates management decision-making process.

Lays out decisions and implementation plans.

Tracks implementation of changes.

Tracks operational and budgetary impact of changes.

Controls staffing and budget to complete project tasks within the agreed budget and schedule.

When duties and responsibilities change and develop, the job description will be reviewed and subject to changes of business necessity.QUALIFICATIONS AND SKILLS

Minimum of 10 years of experience managing complex programs including experience with technical projects and preferably with proven experience in transit

Demonstrated success with applying process improvement programs such as LEAN

Must be knowledgeable about modern means of project delivery including project scoping, risk assessment, cost-benefit analyses, industry best practices and experience with work flow process management and creation

Must have successfully guided a large organization through a program requiring coordination of simultaneous projects budgeted at $1 million or more across five or more offices with varied inputs and perspectives

Must have experience building relationships and securing support from stakeholders to improve problems with deeply engrained organizational cultural tendencies

Must be an outstanding writer, capable of working quickly and efficiently to draft or edit complex documents with high-quality results

Must be highly proficient with Microsoft Office (Excel, Word, Outlook, PowerPoint, SharePoint, etc.), for example:

Excel: Comfort managing and analyzing large data sets in Excel (e.g., thousands of rows), developing graphics and using basic Excel functions

Word: Comfort using all Word formatting capabilities (e.g., Styles, sorting, etc.), working off templates, editing (tracked changes), as well as advanced functions like merging documents and comparing version

PowerPoint: Comfort developing high-quality professional PowerPoint decks, working off templates and master slides, and editing (comments)

Bachelor’s degree

Experience in a comparable field of operations

Preferred Experience & Education

Master’s degree

Project Management Professional certification or equivalent

Experience with one or more of the following software systems: Maximo, Optram and/or Primavera

Experience in the transit industry
