This is a Senior/Specialist IT Project Manager position that provides IT project, portfolio and contract management services as well as IT consulting services to the agency for IT projects or initiatives that have a heavy IT component. This position establishes the framework and standards for IT project management throughout the Agency. This position establishes and governs the portfolio of IT projects throughout DNR by establishing standard processes, governance, IT project management best practices, and IT project management templates. This position is responsible for planning, coordinating, and managing large, high visibility, application development and IT acquisition projects including planning and managing resources. This position's services help ensure that critical IT projects are planned, managed, and completed to achieve results that meet the business needs of the department as effectively and efficiently as possible.

Responsibilities:The Project Management Office (PMO) provides IT project management services, IT oversight and governance, as well as IT business analysis services for the entire agency. The PMO is responsible for defining, establishing and governing all aspects of IT project management and business analysis including planning, scheduling, estimating, budget management, quality assurance, risk and stakeholder management, requirements gathering, change management, test planning, business process reengineering and system implementation.
  • Establishing the framework and best practice for all IT projects within the Agency.
  • Establishing and manage the IT governance process for DNR, governing the prioritization of IT investments.
  • Ensure adherence to all OCIO policies and standards. For projects under OCIO oversight, comply with Gated Funding requirements, OCIO lifecycle management and the completion of a project’s investment plan.
  • Ensure adherence to the Office of Cybersecurity (OCS) IT Cybersecurity Policies and Standards through the application development lifecycle.
  • Provide the organization with expert level IT leadership in the area of IT project management by fully understanding and implementing Project Management Institute (PMI) defined best practices.
  • Develop and manage all aspects of IT project and program engagement from planning, external vendor relationships, communications, resources, scope, budget, change, risks and issues.
  • Monitor, track and control outcomes to resolve issues, conflicts, dependencies and critical path deliverables using IT analytical approaches.
  • Facilitate the IT governance and IT project status review meetings; identify and quantify variances, complete any required corrective actions, and communicate to all stakeholders and executive sponsors.
  • Deliver appropriate and effective executive level communication.
  • Procure adequate resources to achieve IT project objectives in planned time frames.
  • Provide status reporting regarding IT project milestones, deliverables, dependencies, risks and issues, communicating across leadership.
  • Participate and/or drive IT feasibility studies, IT vendor selections and IT proposals for evaluation by appropriate key stakeholders.
  • Manage ongoing quality control and participate in quality issue resolution.
  • Set and continually manage IT project and program expectations while delegating and managing deliverable with team members and stakeholders.
  • Continually assess and evaluate evolving best practices and adjust agency IT project management policies, procedures and methods accordingly.
  • Understand emerging trends in technology and guide the organization in the development and adoption of technology standards and processes.
  • Develop templates, policies, tools and partnerships to expand and mature IT project management best practices within the organization.
  • Provide technical consulting and oversight for complex IT projects for the agency.
  • Manage multiple related IT projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives.
  • Ensure program and project level “lessons learned” activities are conducted with a focus on continuous service improvements within the Project Management Office, IT organization, and supporting service areas.
  • Provide IT project management expertise and support to project leads distributed throughout the agency.
  • Work with business program to identify and clarify the problem they are trying to solve.
  • Work with business program to identify and clarify business requirements.
  • Perform gap analysis between current and desired application end-state.
  • Inform and educate business programs regarding existing IT policies and standards.
  • Conduct IT market research and identify existing “best-of-breed” product offerings when applicable.
  • Collaborate with the business programs to identify potential solutions and acquisition options.
  • Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices and agency standards.
  • Collaborate with key stakeholders to identify necessary resources.
  • Identify and communicate potential resource constraints, risks and issues.
  • Provide results of consultation to business program and assist with decision making as to next steps.

Required Qualifications:
  • Bachelors or Master’s degree in information technology, computer science, or related field. May substitute 10 years of experience for education.
  • A minimum of 10 years, at least 3 years current, managing full scope technical projects.
  • Completion of a certificate or other program in project management.
  • A minimum of 7 years of progressive IT management experience, including 2 years of experience directly supervising IT personnel in any technical areas.
  • Knowledge of principles and practices of multiple IT disciplines such as: data management, IT security principles, local and wide area networks, data storage, and application architecture principles.
  • Knowledge of management principles with an emphasis on team building and effectiveness.
  • Knowledge of leadership/management techniques and principles in the areas of strategic and operational planning, budget preparation and implementation, personnel administration, and project management.

  • Project Management Professional (PMP) certification.
  • Experience with ITIL, DevOps, or Lean IT.
