    Duties

    Summary

    Employee will independently manage the Sheridan VA Medical Center's Beneficiary Travel Program. The Beneficiary Travel program provides transportation at Government expense to beneficiaries and their attendants traveling to and from VA facilities and other places for the purpose of examination, treatment or care.

    Responsibilities

    Will include correctly determining eligibility for the program, and processing requests by reading and interpreting doctors' orders and consults. Incumbent must be able to determine which mode of travel would be justified, utilizing eligibility regulations, contracts, procedures, and policies to ensure the most economical and advantageous method of transportation according to patient's needs. It will also include correctly determining which of several fund control points to utilize, obligating funds, maintaining manual and electronic accounting records, performing regular reconciliations and adjusting account balances. Contacts approving official to authorize obligations and requests for additions, deductions, and/or movement of funds. Makes necessary changes to fund control points.

    Responsible for determining method of payment for authorized and unauthorized ambulance claims submitted for consideration. Receives invoices for payment of transportation services. Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System (CPRS) to review medical records, and submits all documents for payment utilizing appropriate control point for reference. Responsible for forwarding all invoices certified for payment to Fiscal Service for processing. Acts as liaison between vendors and Fiscal Service for invoices pending payment. Writes or selects appropriate letters explaining disposition of unauthorized travel claims.

    Arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus and/or independent transports. Corresponds with physician, traveler, and vendor to determine the most dependable and economical mode or transportation.     Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/16/2020.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.     You may qualify based on your experience as described below:Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

    • Computer skills/knowledge of multiple programs and Windows Applications.
    • Provide exceptional customer service by exceeding the customer's expectations.
    • Accurate record keeping such as: establishes and maintains accounts, handling the daily transactions, and/or reviews requests for reimbursement of travel cost.
    • Researches regulations and policies on a recurring basis.
    • Works with people outside of the organization to insure the needs of the customer are meet
    You will be rated on the following Competencies for this position:

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.Physical Requirements: The work requires no special physical demands, but will require some physical effort such as standing, walking, bending or sitting. The employee is under some degree of stress at the end of the month, quarter, and end of fiscal year when there are stringent deadlines to be met. Patient funds transactions demand immediate attention as well. Accuracy and quality of work are essential. Attention to detail and follow-through are paramount.
