The Governor’s Grants Office (GGO) provides resources, training, research, and guidance to state agencies, local governments, nonprofit organizations, businesses, and academia on all aspects of grant funds. GGO leadership are responsible for a planned multi-year Major IT Development Project (MITDP) for a Statewide Enterprise Grants Management Solution (EGMS). The Governor’s Grants Office (GGO) provides resources, training, research, and guidance to state agencies, local governments, nonprofit organizations, businesses, and academia on all aspects of grant funds. GGO leadership are responsible for a planned multi-year Major IT Development Project (MITDP) for a Statewide Enterprise Grants Management Solution (EGMS).The GGO and EGMS Project Team are seeking a Sr. Business Analyst (“BA”) who is professional, organized, proactive and capable of performing the duties/responsibilities listed below.

Duties/Responsibilities
  • In coordination with the GGO, provide and organize grants management related expertise to support the development of the EGMS.
  • In coordination with the GGO, develop policy, procedures, standards, project deliverables and performance metrics, and training related to the use of the EGMS.
  • In cooperation with IT Project Managers and other DoIT staff, support the IT Project Review process.
  • As needed, develop project feasibility and cost benefit analysis reports to assist the IT Steering Committee.
  • Participate on EGMS project teams. Participation can include but is not limited to the following: a. Assist Project Managers with requirement identification and scope definition.
  • Comprehend basic to complex grants related business issues, translating business needs into understandable requirements.
  • Facilitate requirements elicitation session(s) with stakeholders.
  • Review and document existing (as-is) business processes.
  • Develop and document future (to-be) business processes.
  • Develop and maintain or assist in the development and maintenance of project documentation such as, but not limited to, a Functional Requirements Document (FRD).
  • Conduct a quality review walkthrough of business requirements documentation.
  • Participate in the planning and execution of system testing including development of test plans, test cases, and requirements traceability matrices.
  • Participate in user acceptance testing.
  • Participate in the planning and development of business system documentation and training materials.
  • Perform grants related training sessions.
  • Help develop artifacts in compliance with the State SDLC.
  • Coordinate with the Program/Project Manager to ensure problem solution and user satisfaction.
  • Prepare milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives.
  • Participate in GGO interactions with granting agencies to determine appropriate computer-related solutions to business problems. This can include but is not limited to: a. Examine a business activity to help decide whether new IT solutions will improve productivity.
  • Discuss existing grants management models and the flows of data in the business with those involved.
  • Write, review, and edit specifications, solicitations, business processes and provide recommendations related to the proposed solution.
  • Understand the role of the system in the organizational business area’s overall business process and provide ideas and recommendations regarding the evolution of the system and any project interdependencies to consider.
  • Using a variety of technical and presentation tools, produce high level outline designs of new IT systems, and perform a cost benefit analysis and/or a buy/build/reuse analysis.
  • Submit status reports and attend project meetings as directed by the Manager.
  • Assist in performing Commercial off the Shelf (COTS) software and/or hardware evaluations.
  • Assist in research efforts supporting related business analysis as needed.
  • Perform other duties as assigned including documentation as directed by Agency.
  • Required Experience
  • The proposed candidate must have at least eight (8) years of computer experience working independently or under general direction on complex application problems involving all phases of systems analysis.
  • Experience in working with Microsoft Office Suite including Visio, Project, JIRA.

    Preferred Experience
  • Knowledge of grants management and grants management systems.
  • Knowledge of the requirements analysis and documentation requirements of the agile software development SDLC.
  • Experience and certification as an Agile Certified Scrum Product Owner (CSPO).
  • Knowledge of IT software requirements elicitation, documentation, and management.
  • Experience with financial management, document management, human resources management, or procurement management software.
  • Prior senior level experience preparing business cases or other type of request for IT software development.
  • Prior senior level experience writing project deliverables such as a functional requirements document or a requirements traceability matrix.
  • Knowledge of business process / workflow automation.
  • Experience performing gap analyses.
  • Experience planning and conducting IT software quality assurance testing including writing test cases.
  • Experience preparing and delivering informative, well-organized presentations.
  • Excellent verbal and written communication skills.
  • Breadth of knowledge in the Business Analyst Body of Knowledge (BABOK).

    Specialized Experience
  • At least five (5) years of experience in analysis and design of business applications for complex Software as a Services (SaaS), large-scale or mid-tier computer systems, to include experience in database management systems, and use of programming languages.
  • Knowledge of current storage and retrieval methods and demonstrated ability to formulate specifications for computer programmers to use in coding, testing, and debugging of computer programs.

    Education
  • A Bachelor’s Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or three (3) years of equivalent experience in a related field.
  • A Master’s Degree is preferred.
