The Human Resource Specialist provides recruitment and placement, employee development and employee/labor relations services and management advisory services for assigned Regional Offices within in the jurisdiction of the Human Resources Center - JacksonResponsibilitieso Ensures that pay entitlement is set in accordance with laws and regulations.o Determines applicant?s eligibility for appointment, promotion, etc.o Interprets and applies regulations pertinent to recruitment and placement.o Develops vacancy announcements using the USA Staffing automated staffing system.o Makes qualification determinations in accordance with OPM's standards and prepares referral certificates.o Technically directs a Human Resources Assistant who assists in the accomplishment of work for the assigned Regional Officeo Provides recruitment and placement, employee development and employee/labor relations services.o Provides overall advice and assistance to management and employees in major human resource management functional areas.o Advises managers of regulatory considerations, available alternatives, possible effects of various alternative decisions, and recommends actions/solutions.RequirementsConditions of EmploymentQualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-09: One year of specialized experience equivalent to the GS-07 grade level in the federal service. Specialized experience is defined as work performing a wide range of human resources principles, practices, and standards to advise management on recruitment and staffing, compensation, employee benefits, position classification, performance management, and employee and labor relations. OR GS -09: Education A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in human resources, organizational management, business, public administration or related subject area or LL.M., if related GS 11: One year of specialized experience equivalent to the GS-09 grade level in the federal service. Specialized experience is defined as work performing a wide range of human resources principles, practices, and standards to advise management on recruitment and staffing, compensation, employee benefits, position classification, performance management, and employee and labor relations. Experience with personnel practices and guidelines utilized when advising and evaluating program operations. Such experience must demonstrate an in-depth knowledge of supplementary government personnel regulations and guidance. This is generally gained by work experience which provided an opportunity to acquire an in-depth knowledge of laws, regulations, Executive Orders, court decisions and issues related to the Federal position management, recruitment, placement, and pay administration functions, and skill to apply this knowledge to a variety of difficult and complex HR work assignments. OR GS-11: Education: To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in human resources, organizational management, business, public administration or related subject area or LL.M., if related. OR Applicants may also combine education and specialized experience Applicants may also combine education and experience to qualify at this level. First determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at this grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.EducationTranscripts (official or unofficial) must be submitted when using any part of education to qualify. Transcripts MUST show degree type and date awarded. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
