This position manages, monitors and provides primary oversight of several clinical and non-clinical programs in the Children’s Special Health Services (CSHS) Section including the following:Genetics and Metabolic programs; Cleft Clinic programs; the Parent Partner Program; and other public health programs that support the standards of care for children and youth with special health care needs (CYSHCN). The Nurse Consultant must have a workingknowledge and understanding of health care systems including health care personnel roles and responsibilities.Major Duties or Responsibilities:Clinical Nurse Consultation

Provides consultation and technical assistance in the planning, program design and evaluation of public health services.

Provides clinical technical direction and consultation to public health clinical personnel, including physicians, medical directors, nurse practitioners, physician assistants, public health nurses and related personnel at public health settings statewide.

Collaborates with a diverse mix of individuals/agencies to maintain quality assurance.

Consults on the clinical aspects of grant opportunities and writing grant applications.

Clinical Monitoring and Evaluation

Evaluates clinical/nursing standards of care as it relates to federal, and state laws, and rules and grant guidelines and according to standards developed by professional associations.

Evaluates and monitors public health care programs and services for quality, compliance to federal state and local laws and guidelines, and state of the art care. Recommends corrective action and monitors progress.

Analyzes reports to determine the need for medical and nursing policy and procedure changes.

Policy

Develops, updates and assures implementation of state and federal policies, guidelines, and criteria. Assures conformity with federal, regional, and state laws and regulations.

Oversees all medical/nursing policies and practices related to the program, including quality assurance.

Takes a lead role in the coordination and oversight of medical and clinical standards of practice through the development and monitoring of policies and procedures and by working with advisory groups in the development of those policies and standards.

Analyzes feedback to determine the need for medical and nursing policy and procedure changes.

Physical and Environmental Demands:This position works in a typical office environment that may include sitting, public speaking and keyboarding for extended periods of time. Travel, in and out of state, overnight with advance notice, 10% .Knowledge, Skills and Abilities (Behaviors):Required for thefirst day of work:

Knowledge of the principles and practices of nursing.

Knowledge of standards of care and clinic/provider operations.

Knowledge of research methodology and disease prevention and control.

Ability to work effectively with medical professionals and organizations.

Ability to communicate effectively both verbally and in writing.

Ability to analyze problems using logic and reason and provide effective solutions.

Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, email, internet and other computer programs.

Required Minimum Education and Experience:

Must be currently licensed as a registered nurse in the state of Montana.

Three years of clinical and administrative work experience.

Preferred experience as a clinician in a women’s reproductive health care.

Preferred experience in a federally funded Title X Family Planning Clinic.

Other combinations of directly related education and or experience may be considered on a case by case basis.
