Provide leadership and direction to pricing and cost estimating dept staff in the following areas:

Timely submission of High Quality Proposals

Understanding and applying the requirements of the Federal Acquisition Regulation

Understanding RFP requirements and guide proposal team in compliance to corporate, customer, and regulatory requirements

Providing training and assistance to proposal team members regarding BOE development, proper justifications/rationale, profitability, cash flow, estimating techniques and requirements

Scheduling executive reviews at the division, sector, segment, and corporate levels and obtaining and maintaining documentation of approval

Collaboration with proposal managers to develop and maintain proposal schedule integrity

Participation in proposal kickoff meetings, and pricing strategy discussions

Preparation and development of fully compliant cost volumes

Providing guidance to proposals teams in TINA certification requirements and preparation of cost or price data

Handing off negotiated pricing data to finance for contract baseline, schedule preparation, and EVMS implementation

Ensuring proper records retention and audit support

Update and maintain current, the Cost Estimating Manual and Estimating System Description, “CEST”

Update and maintain current, the “P-420 and P-420 CSW Master Authorization Schedule” and ensure it is followed by proposal teams for approvals

Update and maintain current the “Writing A Quality Bid” training module used for recurring training requirements for all personnel participating in the proposal preparation process

Brief executive staff at monthly metrics meetings and other meetings as required

Ensure pricing tools are available, updated with current forward pricing rates, and support data integrity and estimating system standards

Work with other financial organizations to ensure metrics and business goals are measured and reported accurately and timely

Support Internal, DCAA, and Corporate level audits and data calls

Qualifications:

8 years current experience as a team lead, manager, or similar direct team management responsibilities.

Bachelor’s Degree in Business/Economics/Accounting/Mathematics or related area AND 8 years of pricing or applicable proposal related experience

8 years hands on experience and an in-depth knowledge of the Federal Acquisition Regulation (FAR) relating to pricing, proposal preparation, contract negotiation, certification

Hands on professional experience and proficient in ProPricer, Microsoft MS Office suite of tools, strong Microsoft Excel and cost modeling skills

8 years Forecasting and Budget experience

Must be able and willing to work unscheduled/extended hours, non-standard workweeks, and weekends to meet workload demands and deadlines

Travel as required

Additional Preferred Skills:

Masters Degree and 5 years related experience

Prior Defense Contract work

Strong working knowledge of corporate policies relating to proposal review, approval, and submission

Manage competing priorities, handle multiple tasks in a fast paced environment, and meet deadlines

Excellent communication and self-motivational skills

A team player, independent, proactive and possesses excellent problem solving and organizational skills
