As an Individual Taxpayer Advisory Specialist (ITAS) you will be responsible for providing customer assistance and resolving account and notice issues for Wage and Investment customers. In this role, you will have the opportunity to examine returns involving customers whose principle source of income are from salary wages, dividends, and investments as well as answer tax law questions, and eventually work to resolve complex account and notice issues. You will be responsible for resolving taxpayer account, payment, filing and notice issues, and facilitating the resolution of some examination and collection issues. In this critical role, you will also serve to educate taxpayers and promote voluntary compliance.As an Individual Taxpayer Advisory Specialist you will: Advise taxpayers in meeting their Federal Tax obligations; Provide taxpayer assistance on tax law inquiries, filing requirements, status and web base filing.Perform research, analysis, and necessary computations, to recommend adjustments to customer's accounts.Address complex issues such as determination of active/passive loss, i.e., active participation issues or applicability of at-risk rules.Provide technical tax law advice on newly enacted legislation, complex tax law issues, referrals, changes in regulations and policies. General experience, for this position includes:demonstrated the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilitiesnecessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. ORYou may substitute education for general experience as follows: Four year course of study in any field leading to a bachelor’s degree, from an accredited college or university. GS-7 LEVEL:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. Specialized experience for this position includes: demonstrating knowledge of business practices, accounting principles, and Federal tax laws, rules and regulations sufficient to perform the duties of this position. To be qualifying your experience should be sufficient to demonstrate: basic knowledge of tax code and regulations applicable to individual income, excise, and employment taxes, sufficient to provide educational assistance on taxpayer rights, tax law, and IRM policies; knowledge of tax analysis techniques to apply appropriate tax laws and regulations to individual cases; practical knowledge of the interrelationships between Federal and state laws; knowledge of interviewing techniques needed to determine the nature of taxpayer assistance; and the ability to maintain a professional demeanor while conducting interviews with taxpayers. ORYou may substitute education for specialized experience as follows: 1 year of graduate education in a related field of study at an accredited college or university. ORSuperior Academic Achievement may be met by having a Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. ORYou may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.GS- 9 LEVEL:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Specialized experience for this position includes: demonstrating knowledge of tax code and regulations applicable to individual income, excise, and employment taxes, sufficient to provide educational assistance on taxpayer rights, tax law, and IRM policies; knowledge of the interrelationships between Federal and state laws; and you must possess effective communication skills, instructing techniques and the ability to maintain a professional demeanor while conducting interviews with taxpayers. OR You may substitute education for specialized experience as follows: Master or equivalent graduate degree in a related course of study at an accredited college or university. OR 2 years of progressively higher level graduate education leading to such a degree. OR LLB or JD, if related. OR You may qualify by a combination of experience and education.
