SummaryThis position is located in theChief Information Officer Organization, Acquisition Strategy and Innovation of the Federal Deposit Insurance Corporation and provides senior level expertise to ensure proper cost and price analysis techniques are used to estimate acquisition lifecycle costs; develop complex contractual pricing arrangements and incentives.Additional selections may be made from this vacancy announcement to fill identical vacancies that occur subsequent to this announcement.ResponsibilitiesProvides senior level expertise to ensure proper cost and price analysis techniques are used to estimate acquisition lifecycle costs; develop complex contractual pricing arrangements and incentives; apply appropriate methods to analyze data, conduct detailed price/cost analyses for different contract types (e.g., fixed price and cost-type); provide guidance in the development of cost/price evaluation portion of acquisition strategies, plans, and source selection plans; and ensures that policies and procedures to be followed by personnel relating to all contract pricing and cost matters.Perform price and cost analyses on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements.Serves as a key advisor on how cost and price may impact long-range management planning, and provides recommendations regarding significant IT procurement practices, internal policies, procedures, Board cases, and annual plans for the CIOO.RequirementsConditions of EmploymentRegistration with the Selective Service.U.S. Citizenship is required.Employment Conditions.Completion of Financial Disclosure may be required.QualificationsQualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined asexperience performing cost and price estimation and lifecycle costs for complex contracts and different contract types; determining the reasonableness of proposals or quotes; and guiding the development of the cost and price evaluation portion of acquisition strategies, plans, and source selection plans.Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement.Applicants eligible for ICTAP (Interagency Career Transition Assistance Program) must achieve a score of 85 “well qualified” for this position.
