Job DescriptionCACI is the Prime Contractor for the MyNavy HR Transformation Portfolio Coordination and Production (TPC&P) contract supporting MyNavy HR transformation. This large-scale integration and development transformation program will offer significant growth opportunity for candidates. This position will be a unique and exciting career opportunity that will involve the integration, development, and deployment of enterprise wide systems involving COTS ERP, SaaS solutions, mobile solutions, and enterprise data analytics in a state-of-the-art Agile development environment. The transformation and integration of over 50 legacy systems to ERP and SaaS solutions will be a monumental technical experience for this position. In addition, the resulting solution will deliver direct support to our Navy Sailors and their families.Navy is modernizing the way it operates to provide improved service delivery to current and future Sailors and their families. The Navy’s Human Resource organization, processes, and infrastructure are complex, outdated, and inefficient. Over the next several years, the TPC&P Program will transform how HR services are offered through a holistic, end-to-end effort to impact a Sailor’s entire “Hire-to-Retire” (H2R) service. Work within a Development and Integration Scrum Team as the Subject Matter Expert for Navy Education and Training for the MyNavy HR team. Serve as the Subject Matter Expert (SME) for the first mapping Navy’s Education and Training Requirements into executable software systems and solutions in a Cloud-hosting environment.
Strategize IT systems solutions for Navy Education and Training. Act as the Navy Education and Training Requirements and how it will fit into the IT vision the Navy has and rolling it out in a timely manner. Focus on solving the following Navy Education and Training needs:
Cloud-based online content management support and provisioning
Student Information System for managing Sailors education and training and having the system feed input into the MyNavy HR Authoritative Data Environment and Navy Pay and Personnel solutions in an automated and seamless process (direct support to establish a virtual development environment will be an immediate requirement)
Education Enterprise Resource Scheduler system solution that automates and simplifies education and training resource scheduling for multiple Navy users
Cyber Assurance and security compliance for all Navy Education and Training systems to meet current DOD and Navy regulations and policies
Lead the technical team in analysis of the Navy Education and Training system baseline; coordinate all gap analyses between the baseline, user operational requirements, and the operating capability of products
Create workable plans and support development of the Learning Stack Pillar in the MyNavyHR Transformation effort. Support the MyNavy HR team’s quarterly updates and releases
Work alongside Navy personnel focused on training and education requirements, business rules, data, and business processes
Direct experience with the Navy Personnel Command, Bureau of Personnel, or Navy Education and Training Command is a definite plus.
Responsibilities:
Perform as the Subject Matter Expert, Solution Architect, and principle advisor on the MyNavy HR effort’s Learning Stack Pillar; support the end-to-end personnel training and education business processes
Analyze and provide functional insight to MyNavy HR requirements and specifications from functional users, subject matter experts, and Requests for Proposals (RFPs)
Support Navy Education and Training application design, configuration, deployment, and security setup activities
Support application test planning and test execution efforts for the MyNavy HR program
Configure and reconcile IT solutions with personnel rules to meet Navy Policies and Regulations.
Identify business rules and processes as inputs into Navy Personnel and Pay management systems
Identify DoD / Navy policies, procedures, and regulatory changes that can impact system design and functionality.
Hold a key role in fit/gap analysis activities and actively support application design and implementation of identified interfaces and extensions
Review and comment on proposed functional/capability configuration for each Navy Education and Training solution
Evaluation and feedback on system and functional design documents, test plans and scenarios, and other associated artifacts
Assist the team in helping to evaluate and test HCM solutions and other third party/custom solutions as necessary
REQUIRED QUALIFICATIONS:
More than 10 Years of IT experience (15 years preferred), with at least 5 years experience in supporting the end-to-end Navy Education and Training functional processes
Ability to attain active Secret clearance
Functional understanding of Naval Education and Training Command processes, applications, systems and key systems interfaces
Strong written, verbal, and listening skills; strong analytical skills and can demonstrate strong problem solving skills
Experience with gathering requirements and conducting gap analysis/assessment
Experience working on unusually complicated problems and providing solutions that are highly creative and ingenious, exhibiting ingenuity, creativity, and resourcefulness.
DESIRED QUALIFICATIONS:
Bachelor's degree in Computer Science or Information Systems or other technically relevant degree
Experience in full implementation efforts of a large scale commercial off the shelf (COTS) software effort
Experience with large government organizations, particularly with functional testing, change management, and governance
Past active duty service or civil service in the NETC training domain
Master Training Specialist qualification
Additional Desired Skills:
Experience supporting various resources in scrum teams in an Agile environment; experience working in Sprints, Daily Scrums, and multiple work streams
Domain expertise in Human Capital Management Systems
Knowledge of Capability Maturity Model Integration (CMMI)
