This is a bargaining unit position.ResponsibilitiesAs a Budget Analyst you will perform the following duties:Developing, recommending, interpreting and implementing budgetary financial policies and renders authoritative interpretation of Executive Orders, budgetary guidelines, directives and policies and precedents;Developing timetables for obtaining needed funding and provide expert advice to managers and all budget staff members on all phases of the budget program;Implementing budget controls through the review and approval of obligation and expenditure of funds while analyzing and evaluating continual changes in program plans and funding, and the effect on financial and budget program milestones; andFormulating budget data with collaboration from internal and external stakeholders to compile, revise, and edit OMB and Congressional budget exhibits and budget narrative submissions for content and clarity; andPreparing official quarterly, annual and one-of-a kind reports requested by the Department, OMB, and/or Congressional Committees and Member of Congress.RequirementsConditions of EmploymentQualificationsYou qualify for the GS-11 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Performing duties relative to budget obligations and expenditure monitoring; Using historical data to prepare estimates of future requirements for a specific program or organization; Recommending reprogramming of specific funds and preparing and submitting the justification for approval; and Preparing estimates of future requirements for a small program or organization. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Preparing supporting material for the budget justification: statistical evidence, justifications, analysis, and narratives; Monitoring, tracking and reporting on program obligations, and ensuring program funding data is entered into the financial management system accurately; Reviewing and analyzing historical budget data, current spending records and trends, and using data from various sources to generate reports; and Analyzing and evaluating the formulation, justification, presentation and execution of changes in program plans and funding. You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Monitoring the obligation and expenditure of funds to ensure that funds are authorized, properly allocate, and obligated timely; Advising program official and budget staffs of the necessity for and type of budgetary action, of trends in the obligation of funds to meet program needs, and recommends approval or disapproval of requests for allotments and similar funding requests; Preparing and editing narrative justification and projected funding needs, and assures the data in requests is formally and accurately documented in a wide variety of unrelated forms, schedules and reports; and Monitoring the execution of a budget with many different sources and types of funds such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.
