The USPS OIG is seeking a highly qualified applicant to fill our Management and Program Analyst position in the Research and Insights Solution Center (RISC), Operations Central Directorate, located in Arlington, VA.ResponsibilitiesRISC conducts innovative research that evaluates strategic opportunities to enhance the efficiency and effectiveness of the Postal Service; develops analytical tools that assist investigators in identifying leads and developing compelling cases; and develops analytical methodologies for auditors that frequently involve statistics or complex, multi-step analyses. RISC's staff includes experts in data science, data analysis, public policy, research, and other fields. The Management and Program Analyst will support core functions of RISC, including reports processing, reviewing and editing draft reports, communication with Postal Service officials, budgeting, contract management, recruitment, and training efforts. The successful candidate must specifically demonstrate experience in analyzing, evaluating, and improving the efficiency and effectiveness of internal administrative operations, processes and procedures, and/or management. Successful candidates also should have the basic budgetary and financial management skills and knowledge to support long-range planning of programs and objectives. Experience in helping to recruit a talented and diverse staff and knowledge of the federal hiring process is desired. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations: Support teams in publishing and storing research white papers and other documents. Analyze and evaluate OIG administrative operations, processes, and procedures, and recommend solutions to improve their effectiveness and efficiency. Help to create and revise presentations for internal and external audiences. Assist with budget and contract management functions. Support recruitment, training, and other development initiatives. Use multiple software applications and platforms to analyze and prepare administrative status reports for review at all levels. Establish priorities and adjust schedules to accomplish the work in a timely manner. Establish and maintain files and/or assist others with the maintenance and preparation of files. Update the internal SharePoint team sites to keep internal stakeholders informed of recent happenings, new tools and recently published white papers. Career Development OpportunitiesThe USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-11. The salary range for this position is$59,534.00 to $93,638.00 per year. The salary figures include locality pay. This position is part of the USPS OIG Career Ladder program in which non-competitive promotion up to a GS-13 equivalent level is possible. Employee performance is evaluated annually to determine eligibility for promotion to the next GS equivalent level within the OIG payband.RequirementsConditions of EmploymentQualificationsMINIMUM QUALIFICATIONS Bachelor's degree from an accredited college or university. Two years of specialized experience in performing and supporting administrative functions like records and contract management, financial and budgetary analysis, and providing general management assistance. DESIRABLE QUALIFICATIONS Familiarity with/experience using Microsoft Power BI Strong project management skills including use of project management software and knowledge of project management methodologies EVALUATION FACTORSInclude your major accomplishments relevant to the evaluation factors in your resume. Knowledge of project management sufficient to accomplish office-wide objectives and goals. Ability to use Microsoft Excel, Word, and PowerPoint as well as other agency software sufficient to conduct data analysis (e.g., consolidate data and identify notable trends) and prepare reports, briefings, and presentations. Ability to establish effective working relationships and to communicate well with others at all levels of the organization, both orally and in writing. Ability to conduct administrative office functions such as reports processing, budgeting, contract management, and recruitment and hiring.
