The

Naval Criminal Investigative Service (NCIS) is an organization of over 2,200 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the Department of Navy (DON) component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities. NCIS provides the DON with threat status and warnings associated with terrorist, criminal, cyber, and counterintelligence activity throughout the world. NCIS is the only DON organization that has the information and responsibility to fuse and analyze the national intelligence and law enforcement information necessary to provide these warnings. The Digital Business Directorate (DBD) supports the NCIS core mission areas to investigate and defeat criminal, terrorist, and foreign intelligence threats by planning for and providing services through appropriate use of the people, equipment, technology, and infrastructure resources of the United States Navy and Marine Corps.

Responsibilities: This position is part of the IT Technology Operations division within the NCIS ITD organization and performs the following functions:
  • SME for Video Management Systems (VMS)
    • Ensure successful camera and special event deployments by training Tech Ops on VMS and troubleshooting all VMS issues
    • Maintain corporate VMS to provide oversight, backup recording, and central method of delivering video from all detachments to customers
    • Liaise with VMS providers on highly technical issues and provide solutions
    • Liaise with external partners and agencies to share and ingest video feeds
    • Provide 24/7 support for operations to ensure mission success
  • SME for camera deployments in a wired and wireless environment
    • Provide Tech Ops with camera best settings for each unique environment to ensure maximum video quality and mission success
  • Provide 24/7 support to Field Operations
  • Troubleshoot connectivity issues; identify cellular issues, ISP throttling, VPN issues, configuration issues, and provide solutions
  • Troubleshoot event systems; assist technical personnel with issues in complex camera deployments
  • Recommend design considerations based on unique requirements and constraints to ensure mission success
  • Troubleshoot cameras; identify and resolve technical issues such as poor video quality, video outages, ISP throttling, firmware issues, and VMS issues
  • Collaborate and integrate with other agencies and VMS systems
  • Support additional NCIS departments
  • Provide 24/7 support to OSP operations; administer and troubleshoot TAK, WAVE and remote access connectivity. Configure and maintain all TSFO and OSP equipment necessary
  • Provide 24/7 support to TSFO-IA; provide, configure and maintain CONUS and OCONUS software and hardware-based remote access solutions
  • Configure and troubleshoot off-site network solution for ingesting foreign national biometric data; train TSFO-IA personnel to administer and operate
  • Administer Ares Gateway servers
  • Manage TSFO Global Network Infrastructure; firewalls: provide and manage remote access solutions, create and manage all users accounts and assign network permissions
    • VPN connections to detachments and external agencies and partners
    • Configure security policies to protect network and its data
    • Manage Internet access to internal TSFO resources
    • Routers and Switches; ensure secure and seamless connectivity to resources across TSFO global infrastructure
    • Manage a multi-brand environment (Juniper, Cisco, Ubiquiti, Linksys, etc.)
  • VPN Concentrators - configure, maintain and troubleshoot a global fleet of mobile and wired VPN devices
  • Monitoring - utilize open source and custom solutions to monitor network activity and identify bottleneck issues and unusual activity
  • certificates to encrypt and secure Tech Ops equipment and applications (TAK, WAVE, Milestone, storage devices, etc.)
  • Troubleshooting, maintenance and upgrades – familiar with troubleshooting issues remotely in time sensitive situations that may affect mission success
  • Design and configure upgrades that can be installed with little effort by remote personnel
  • Troubleshoot connectivity issues across a unique and global infrastructure

Basic Qualifications:
  • Bachelor’s degree (May be substituted for additional years of experience)
  • 7+ years of network experience; with 3 years of specialized networking experience
  • Required:

    DoD 8570 IAT Level II certification ex. CompTIA Security +
  • Required: Top Secret, must be SCI eligible
  • Hybrid
