Position/Job Title: Program Security Specialist (L3)

Work Location: Kihei, Maui, HI

Job Summary: Galapagos Federal Systems, LLC is looking for a Program Security Specialist (L3). This candidate will serve as part of our contract security team lead. Ensures team coverage of security programs and manages day to day workload. Oversees and performs personnel security requirements for USSF Customer. Responsible for coordinating all responsibilities for full spectrum SCI and Collateral security programs. Responsible for coordinating and conducting personnel security operations in Defense Information System for Security (DISS). Ensures SCI and Collateral indoctrinations are conducted in support of workforce rapid integration. Coordinates and performs in and out processing of military, civilian, and contractor personnel. Coordinates badging and accessing support for workforce. Serves as security subject matter expert and advisor to civilian security personnel and senior leadership. Supports government inspections and audits. Conducts reviews of current policy and SOP and provides SOP drafts and proposals for government decision makers.

Essential Duties and Responsibilities (Not listed in order of importance; other duties may be assigned):
  • Implements processes in the areas of Physical Security (PHYSEC), Information Security (INFOSEC), Personnel Security (PERSEC), and Industrial Security (INDUSEC), Security Education, Training, and Awareness (SETA).
  • Manages the full spectrum of security programs for SCI and Collateral.
  • Oversees the SETA program; develops relevant and tailored training products and ensuring widest dissemination and understanding to the workforce.
  • Assesses security vulnerabilities that will exist during acquisition/development processes as well as those that will require preventive measures upon completion and transition of systems and products.
  • Makes adjustments in Standard Operating Procedures (SOP) for all security programs as needed and trains the workforce on procedures that enhance protections of critical government resources, personnel, and facilities in a dynamic threat environment.
  • Oversees and conducts preparation of accreditation packages to include fixed facility checklists, facility, and alarm diagrams, inspectable space determinations, and other essential physical security documents for approval by accrediting officials.
  • Assist managers with adherence and compliance of policies, instructions, procedures, control systems, and methods for safeguarding, personnel access controls, need to know criteria, physical storage, transmitting, transferring, reproducing, emergency protection, and destruction of classified information.
  • Oversees self-inspections of organization's SCI and Collateral programs, to include ensuring that containers, materials, and spaces are controlled and secured.
  • Coordinates with Installation Information Protection office to ensure the organization meets installation wide compliance.
  • Ensures that the SCI and Collateral team are meeting suspense dates and timelines that promote the rapid mission set.
  • Serves as Alarm Custodian for SCI and Collateral spaces.

Education and/or Experience/Skills Required:
  • Applicant must have a minimum of 10 years of relevant DoD work experience with no less than 4 years' experience in an SCI environment within the last 5 years. SAP and/or acquisition experience and familiarization is a plus.
  • Bachelor's degree in a related discipline. Relevant work experience and training may be considered in lieu of a degree (Office of Personnel Management Crediting Combinations of Education and Experience Standard).
  • Experience with SCIF/SAPF physical security requirements
  • Experience working DoD security program systems and classified networks (DISS/SC/NP2/e-QIP/JWICS/SIPR, etc).

Security Clearance: DoD active security clearance may be required at a high-level security. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weigh up to thirty (30) pounds, as necessary.
