Be part of a dynamic leading-edge team as a Lead GIS Developer/IT Architect. This position leads activities as it relates to implementation, maintenance, and support of the GIS applications and environments. This position recommends the scope, strategy and architecture for new and existing application implementations and enhancements. This position develops, implements, and improves programming standards, guidelines, and best practices for web and GIS application development. The position has a great mixture leadership, database, customer’s service and programming challenges. This position has the opportunity to work with large suite of ESRI products and related software from Portal and ArcGIS Server to Open Data and ArcGIS Online. This is your chance to demonstrate and apply your skills and knowledge of information technology principles, methods and techniques to troubleshoot, diagnose and resolve complex applications, database, and system issues. To be successful in this position you will need strong programming, troubleshooting and leadership skills. Preference will be given to someone with in-depth experience implementing GIS Web applications utilizing JavaScript within an Angular framework.

Responsibilities:This position is the primary application architect for the agency’s enterprise Geographic Information Systems. This position is the lead GIS developer which designs, develops, test, implements, maintains and supports mission critical business functions and applications for the agency. This position is responsible for providing guidance, consultation, and training to other developers, team members, or customers, on software development disciplines and methodologies to ensure development processes and end products comply with agency software standards. This position responds to and resolves highly complex customer complaints and problems relating to all aspects of GIS, programming and system issues.

Required Qualifications:
  • A Bachelor of Science degree in GIS, geography, cartography, computer science, information systems, science, natural resource management or related fields.May substitute 10 years of experience for education.
  • Five years recent experience designing, developing, and deploying Geographic Information Systems applications.
  • Five years recent professional level working experience building custom applications with ArcGIS, ArcGIS Server, Geo-processing, ArcSDE, JavaScript, Python, SQL, and Standard Desktop Software.
  • Five years' experience trouble shooting all type of technical issues and providing support on GIS application, system, ESRI software and supporting tools including tools such as products as Windows Event Viewer, Charles, Fiddler or other related products.
  • Five years recent experience developing agency-wide information technology system architecture in support of GIS application development.
  • Knowledge and experience in all systems development life cycle stages.

Desired Qualifications:
  • Experience building GIS Viewer application with JavaScript Angular 4.x.
  • Experience with Agile/Scrum methodology.
  • Competency with version control software such as SVN and/or GIT.
  • Competency with scheduling batch software.
