Our employees are not only part of history, they're making history.The Program Manager is the lead Office of the Chief Information Office (OCIO) interface to, and directly supports the NGDS Functional Vice Presidents as well as the primary liaison to OCIO Enterprise initiatives. This position will be based out of the Defense Systems Headquarters in McLean, VA but does allow for a full time telecommuting arrangement for the right candidate.This position will report to the Chief of Staff to the CIO and Vice President for Defense Systems Sector.Roles and ResponsibilitiesThe Program Manager is responsible and accountable for managing all sector-specific recurring and nonrecurring activity that:

  • Enable program execution and business capture
  • Improve user productivity and experience
  • Deliver Value to our Defense Systems business partners
  • Manage risk and opportunities for OCIO Capabilities within the assigned portfolio
  • Central PMO Project Tracking and Reporting
The Program Manager will establish and maintain effective internal and external customer relationships to foster an in-depth understanding of business requirements and will lead and develop transformational strategies/concepts, implement change to create and drive programs responsive to business requirements.They will leverage the broader OCIO and Global Operations teams to achieve Enterprise and Defense Systems performance objectives. In coordination with OCIO and Global Operations service lines, they will be accountable for the delivery of all services that OCIO provides, including Service Center Operations, Information and Cyber Security, Program Security, and other initiatives.The Program Manager must have experience managing multiple customers and complexity with limited team resources and will be actionable for many high-priority assignments at all times.Basic Qualifications:
  • Bachelor's degree in a related STEM discipline and 10+ years of progressive professional experience; 7 years of relevant experience with a master's degree in a related STEM discipline.
  • Prior Program/Project management experience.
  • Prior experience managing a portfolio of diverse and complex IT projects.
  • 3 or more years of experience as a Scrum Master.
  • Scrum Master certification (i.e. Scrum Inc, Scrum Alliance, SAFe, Scrum@Scale, etc.)
  • US Citizenship is required for this position.
Preferred Qualifications:
  • Demonstrated ability to pro-actively identify issues, solutions, and drive issues rapidly to closure.
  • Demonstrated ability to communicate, present and collaborate with executive leadership.
  • Previous experience managing budgets and partnering with customers to prioritize support to business priorities and objectives.

Salary Range: $118,600 USD - $178,000 USD Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
