SummaryAbout the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster stricken areas throughout the United States. Employee must pass a stringent medical screening and be prepared to live and work in extremely austere conditions. This position is a term position for 1 year, however at the discretion of management the position may be converted to a temporary position up to a maximum NTE 4 years.ResponsibilitiesAssumes responsibility for planning, readiness and execution of a broad range of RAC functions during emergencyoperations.Serves as the principal staff member responsible for coordination of civil disaster and national security emergency operations.Plans emergency exercises and identifies shortfalls in response operations and recommends immediate corrective actions as well as long-term procedural and policy changes needed to enhance emergency response. ProvidesMonitors and reviews world-wide military and disaster threats, and evaluates warnings, alerts situation reports for information needed for USACE operations.Establishes priorities and makes critical, time sensitive judgments for use of resources to save human lives.Coordinates the scheduling of construction operations.Prepares FEMA damage survey reports; completes attachments, including photos, estimates, sketches, measurements, invoices and similar documents. Interagency Career Transition Assistance Plan Minimum Qualifications for the GS-13: Specialized Experience: One year of specialized experience which includes: planning, scheduling, coordinating, and managing activities related to the Emergency Management Programs; developing and implementing emergency response plans necessary to determine shortfalls and variations between available resources and emergency response requirements. Provide recommendations and information to division and command leadership, on preparedness, response, recovery and mitigation of emergency management. Provide oversight of construction methods, workmanship, and contract compliance. Maintain data bases for personnel resources, skills, training levels, and availability for programs. The definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).EducationAdditional InformationYou will be required to provide proof of U.S. Citizenship.
