The Siskiyou Resource Conservation District (RCD) is a special district of the State of California that is seeking to fill an employee position to manage administration of the non-profit organization and oversee the implementation of voluntary conservation projects in Scott Valley. Training will be provided until work can be confidently carried out independently. Tasks and responsibilities are likely to include:
Board of Directors
Under the leadership of the Board of Directors supervise operational functions to ensure that activities meet government standards and uphold District Policy
Run monthly public Board Meetings to work through all major decision making
Compile agreements, contracts, and all other documents requiring approval by the Board of Directors
Financial
Supervise the maintenance of accurate financial records
Monitor financial status and oversee appropriate use of funds
File administrative paperwork associated with budgeting, government reporting and insurance coverages
Organize and participate in annual financial audit with independent accounting firm
Maintain federally negotiated indirect cost rate proposal
Personnel
Supervise, direct and/or assist co-workers in carrying out terms of funding agreements and service contracts
Run monthly staff meetings
Ensure work atmosphere in compliance with Personnel Policy and safety standards
Handle human resources tasks including organization of annual employee reviews
Projects
Assist in compiling and submitting funding applications and proposals
Perform grant management duties (correspondence, filing forms, performance reporting) within deadlines
Assist with project administrative tasks such as access agreements, permitting, procurement processes, and subcontracting
Work cooperatively with staff and subcontractors to ensure project activities are carried out in compliance with service agreements
Public Relations
Answer/respond to phone and email correspondence
In coordination with the Board of Directors, represent the District in meetings and conferences
Maintain positive and productive relationship with government agencies, local ngo’s and the community
Maintain public records and manage District website
Preferred Skills, Abilities and Accomplishments
1. Be self-motivated, able to work with minimal supervision and manage your time independently
2. Be responsible, organized and pay attention to detail
3. Possess verbal and written language skills including being able to communicate professionally with funders, regulatory agencies, local ngo’s and landowners in a public setting (we may ask for a writing example)
4. Hold Associate’s Degree or higher from an educational institution
5. Proficiency with Microsoft Office (primarily Word and Excel), access to a personal computer would be convenient but is not necessary
6. Basic understanding of accounting principles, familiarity with Intuit Quickbooks a plus
Requirements:
Must be able to provide proof of identity (social security card and photo identification)
Must be available to run Public Board Meetings in Etna, CA on the second Thursday of the month from 7 - 9 P.M.
The position is anticipated to be 80 - 160 hours per month (averaging 30 hours per week), although the workload is likely to come in pulses. You should expect the time commitment to be heavier during the field/construction season (June – October) and around fiscal year turnovers (June/July, Sept/Oct, Dec/Jan). The entry pay rate will be negotiated depending upon experience but is likely to range from $20 - $40 per hour. After 12 months of employment you will be eligible for a 14% cash benefit intended for securing health insurance and after 24 months of employment you will be eligible for a 5% contribution to a SEP Retirement Plan. The job position currently being offered is entirely grant funded therefore tasks, hours and employment are subject to funding availability and may cease at any time at the discretion of the Siskiyou RCD Board of Directors.
