Job Description

Norco is currently seeking an individual to fill our Human Resource Administrator position. The Human Resource Administrator is responsible for all facets of Human Resources Federal and State compliance programs throughout the organization by preparing and delivering compliance related training and communications to employees. Other responsibilities include, but are not limited to:

  • Report regularly on HR Metrics by compiling weekly, monthly, and quarterly reports, including but not limited to: FTE reports, Turnover by Job Title reports, and Employee Turnover graphs
  • Pulling/creating reports from the HRIS and ATS platforms upon request
  • Update HR forms, training courses (NVU), prepare presentations using PowerPoint and other related software, and company intranet as needed
  • Collect and analyze data for the yearly Affirmative Action Plan, EEO-1 reporting, and VETS 4212 reporting
  • Perform AAP review annually with Executive Management and individual site plan reviewswith Store Management
  • Complete and maintain job description update as required by OFCCP audit
  • Run OIG/GSAs for new hires and run monthly OIG checks as required by the Joint Commission for Combination Store, Medical Store, and Medical Billing employees
  • Update quarterly Community Outreach spreadsheet for Veterans and Individuals with Disabilities in accordance with Norco’s Affirmative Action Plans
  • Ensure that all State and Federal Labor Law posters are current company wide, mailing out updates as necessary
  • Research changes in laws and regulations analyze their impact on the organization and communication findings to management and/or employees
  • Coordinate the company-wide pre-employment and random drug and alcohol testing program including the setup of new drug testing facilities with our TPA when a new location is acquired. Provide monthly employee roster updates to the TPA
  • Plan, implement, and manage Norco’s Diversity and Inclusion program
  • Perform audits, as necessary/required
  • Understand and comply with all record keeping retention guidelines
  • Answer phone calls and emails from managers and employees concerning HR issues
  • Avoid legal challenges by understanding current legislation, enforcing regulations with managers, recommending new procedures, and conducting training
  • Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations
  • Complete DOT verification requests
  • Check references on applicants as requested by the Hiring Managers
  • Assist Human Resources Coordinator and Human Resources Manager with overflow docuware
  • Work with the Benefits Coordinator during Norco's Open Enrollment period for benefits bymaking copies of forms, assembling packets, sorting and preparingpackets for mailing, and attending Open Enrollment meetings
  • Assist with other Departmental large mailings
  • Assist with Kissler Scholarship checks, as needed
  • Maintain and assist Human Resources Manager with Tuition Reimbursement and Kissler Scholarship
  • Maintain personnel records in Docuware
  • Perform other tasks as assigned or necessary

Qualifications

  • Minimum two years administrative experience, specifically in Human Resources, preferred
  • Knowledge of basic human resources concepts and systems
  • Exposure to labor law and employment regulations
  • Proficient in Excel, PowerPoint, Microsoft Office Suite, HRIS/ ADP or similar software
  • Experience with applicant tracking systems is preferred, but not required
  • General internet search knowledge
  • Excellent written and verbal communication skills
  • Organizational skills and the ability to prioritize
  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy and ability to keep sensitive information confidential
  • Ability to develop effective training and development plans as it relates to HR content
  • Ability to sit for extended periods of time
  • Meticulous attention to detail
  • Ability to accurately enter data into computers and acquire a working knowledge of any software applications necessary to the position
  • Ability to perform tasks requiring manual dexterity (i.e processing paperwork, filing, stapling, sorting, etc.)
